Job Description : The Seattle Office for Civil Rights (SOCR) works to achieve race and social justice, advance and protect civil rights, and end barriers to equity in the City of Seattle. We enforce local and federal discrimination rights laws in employment, housing, public places and contracting within Seattle city limits, as well as civil rights protections such as Seattle’s all-gender restroom ordinance, ban on providing conversion therapy to minors ordinance, and Fair Chance Housing ordinance. SOCR educates the public on the laws that protect all of us and helps businesses and housing providers operate free of discrimination. SOCR houses the Race and Social Justice Initiative (RSJI) Division which guides and supports the citywide RSJI network.
The Seattle Race and Social Justice Initiative was established in 2004, at a time when no other U.S. city had ever undertaken an effort that focused explicitly on institutional racism. Since then, hundreds of jurisdictions have joined this growing effort by local governments to support the movement for racial justice by working to change their own policies and practices and building partnerships with grassroots community groups, non-profit organizations, philanthropy, and other institutions. Across the United States, local governments are acknowledging that institutional and structural racism restrict opportunities for Black, Indigenous and other People of Color, including immigrant and refugee communities. At the same time, RSJI recognizes the intersectionality of oppression and centers its efforts on racial equity while also working to eliminate other barriers to equity.
We are seeking a leader centered by their commitment to racial equity and empowerment to join SOCR as the RSJI Manager. In this role, you will lead a high-impact team to support the City of Seattle’s Race and Social Justice Initiative (RSJI) the City’s long-term commitment to end racism and achieve racial equity in Seattle. RSJI builds on the work of the civil rights movement and the ongoing efforts of people and community groups in Seattle to confront racism. The Initiative’s long-term goal is to change the underlying systems that create race-based disparities in our community and to achieve racial equity.
Job Responsibilities:

Supervise a team of 4-6 RSJI staff and provide operational oversight to their workplans.
Work to eliminate institutional and structural racism and its intersections with other forms of oppression, including sexism, heterosexism, transphobia, classism, and ableism.
Provide guidance, counsel, and support to the RSJI Director to develop and support an anti-racist organizational culture and application of a racial equity analysis to RSJI’s bodies of work.
Lead the RSJI Division’s implementation of the RSJI Strategic Plan. This includes training, communication, policies, partnerships, and coordination of interdepartmental efforts in education, equitable development, criminal justice, and other key equity areas.
Manage accountability systems and tools to ensure delivery and implementation of departmental Racial Equity Plans.
Mentor, supervise, and support the anti-racism leadership, growth, and professional development of RSJI Division staff.
Your effectiveness in this role will depend on your ability to:
Serve as an institutional organizer that produces, tracks, and measures equity outcomes.
Engage people to create change and facilitate groups to action.
Hold teams accountable in the challenging work of removing barriers to equity.
Build strategic and trusted partnerships with a variety of stakeholders from diverse ethnic, racial, and socioeconomic backgrounds.
Facilitate strategic and annual planning.
Cultivate a work culture that embraces transparency, accountability, and collaboration. Adapt easily to changing priorities to meet deadlines in a fast-paced, team-oriented, and political environment.
Honor the leadership of Black, Indigenous, and other People of Color, and other marginalized communities.
Recognize that systemic racism through the investments and policies by government and the private sector have caused generational harm and resulted in harm and violence to Black, Indigenous, and other communities of color.
You will be prepared for this role if you have the following knowledge and skills:
Understanding of race equity, especially as it pertains to the role of government in perpetuating structural racism. This may include lived experience.
Outstanding administrative skills, including the ability to produce, track, and manage multiple deliverables with overlapping deadlines.
Excellent oral and written communication and presentation skills.
Facilitation, negotiation, and conflict-resolution skills.
Facilitating team and individual accountability and conflict transformation process.
Qualifications:
A successful applicant is an experienced and effective institutional organizer and change agent for structural change, grounded in principles of antiracism and social justice; a creative thinker; and an effective collaborator, supervisor, and project manager. Strategic management, effective communications and relationship building are central to their professional practice. They are an experienced people manager who compassionately holds teams accountable and celebrates their work. The candidate must have a reputation for exercising a high level of tact, good judgment, discretion, and diplomacy and have cooperative working relationships with diverse groups of people. Additionally, the successful candidate must have the ability to:

Effectively resolve conflicts to the benefit of the collective, team, and/or organization

Additional Information:
The RSJI Manager reports directly to the RSJI Division Director. This full-time position is classified as a Strategic Advisor 2, General Government in the City payroll system. This position is covered by the Civil Service System. This role may be required to work nights, evenings, weekends; or attend meetings at locations outside of the office. Most work is performed in a normal City work/office environment and/or remotely as needed.
