Job Description : Windwalker is seeking a Full-Time Referral Management Consultant for its U.S. Air Force Medical Support Agency (AFMSA) Access To Care (ATC) Program contract. The ideal candidate will have a Graduate level degree with at least 10 years’ experience in Healthcare Business operations, Healthcare Management or Referral Management (RM) policy development, guidance, and execution.The job location will be with DHA at the Defense Health Headquarters (DHHQ) in Falls Church, VA.The salary range for this position is $115k-$135k/year.SKILLS: Expert knowledge of Military Health System (MHS) RM systems and other systems that connect with RM processingAbility to teach RM policy, processes, and technical solutions (i.e., MHS RM electronic health record) to seminar (virtual and in person) attendees and on an individual basis.Ability to analyze and interpret complex RM data and processes.Ability to provide expert advice and recommendations, briefings, and training on access and RM policy to MHS and senior leadership, functional directors, and field personnel.Excellent oral presentation and written communication skills.Excellent customer service skills.Knowledge on process improvement theories and processes.Experience in setting up, running, and coordinating meetings, creating surveys, preparing briefings,PREFERRED REQUIRMENTS*:Experience in U.S. Air Force healthcare or medical services.Or experience in other U.S. military branch healthcare or medical services.REFERRAL MANAGEMENT RESPONSIBILITIES:Provides support and consultation to the COR on MHS Referral Management (RM) improvement activities, developing and executing MHS RM policy and guidance (i.e. Service and Defense Health Agency (DHA) policies and objectives, National Defense Authorization Act (NDAA), and memorandums. The Contractor shall collaborate with the Army, Navy, Defense Health Agency (DHA), Program Executive Office, TRICARE Regional Support Contractors, and other organizations with regards to MHS RM policies, procedures and DoD/DHA directives regarding RM and ATC.Provides recommendations and evaluations for process improvements to the COR for: development/training/deploying new RM Electronic Health Record (EHR) requirements, identifying and sharing RM best practices with MHS Military Treatment Facilities (MTFs), Markets and continuously seeking opportunities to improve the RM process.In accordance with industry best practices, advises the COR on courses of action to optimize and recapture civilian care back into DHA/MHS MTFs and Markets by conducting studies and analyses to estimate MHS-wide impact of referral management processes. Assesses procedural problems impacting the MHS’s ability to meet ATC standards to include Specialty Care with current DHA/MHS RM business rules and policies.Advises the COR as needed on the impact of changes in legislation, missions, information systems, medical capability restructuring/reengineering, on DHA/MHS RM program goals.Research, review and monitor MTF/Market RM capabilities utilizing current data systems related to RM (e.g. MHS GENESIS, referral reminders, Direct Access Reporting Tool (DART), TRICARE Operations Center, Referral Management Suite, Health Artifact Image Management Solution (HAIMS), and other COR approved sources) to identify trends and provide suggested operational changes to maximize mission accomplishment. Develop, collect, collate, and analyze monthly. Provide analysis of data and recommendations to the COR and AF RM Program Director. CDRL A001.Work with the DHA/MHS departments (e.g., Patient Administration, Specialty Care Optimization Patient Care Medical Home, MHS GENESIS Program Office, CarePoint RMS/RMPMT, etc.) to coordinate and recommend appropriate policies, processes, and staffing for initiatives.Conduct site visits at CONUS or OCONUS MTF/Market Referral Management Centers (RMCs) and Integrated Referral Management and Appointing Centers (IRMACs) . Assess standard business rules and the proper use of MHS referral management information systems to fully implement optimal referral management processes with MTF/Market personnel.Provide and submit draft briefings on MHS RM program and policies for all of the Access Improvement Seminars to the COR for review and approval ten (10) days prior to briefing. Upon approval of the COR, briefs RMC topics at the Access Improvement Seminars. IAW CDRL A001.The Contractor shall provide on demand RM assessments, virtually or face-to-face, to various MTFs/Markets as requested and approved by the COR. Answer on-demand questions from the field about RM issues within three (3) business days of receipt of the question. Provide analyses, briefings, information papers, review of guidance documents and preparation of correspondence on RM issues as needed. Documents mentioned will be reviewed and approved by the COR.
