Job Description : POSITION DESCRIPTIONREQUIREMENTSApplicants must be City of Newark ResidentsUnder supervision, monitors and performs the review of routine contracts and/or grants and associated applications to ensure compliance with and adherence to prescribed contracting and/or grant policies, procedures and regulations; does related work.EXAMPLES OF WORK: Reviews contract proposals and modifications and makes recommendationsConducts field visits with contractors to ensure compliance with accepted Procurement policy and procedures, applicable laws, rules and regulationsDoes the routine work in the review and approval of contracts, proposals preparation, monitoring, and compliance and evaluationMonitors status of contracts/grants by tracking and analyzing payments, change orders and amendments using computer spreadsheets and databases.Assists in the review of grant applications to ensure completeness and compliance with grant rules and qualificationsEnsure that grantee is in compliance with grant agreements set forth by the State or Federal GovernmentOrganizes work to maintain intergroup workflow by routing project documents and correspondenceMakes preliminary recommendations based upon audit and/or monitoring findingsAssists in the analysis of new legislation and regulations pertinent to contract operationsAssists in the negotiations and development of contractsMaintains records and filesREQUIREMENTS: May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related unitsEDUCATION: Successful completion of (60) semester hour credits from an accredited college or university.EXPERIENCE: One (1) year of experience in the various phases of contract and/or grant monitoring.KNOWLEDGE AND ABILITIES: Knowledge of the work involved in the general field of monitoringKnowledge of the legal and administrative requirements of contractual agreementsKnowledge of the problems that may arise during the review of contract proposals, contract budget principles and matching fund accounting and procurement guidelinesAbility to read and understand the principles, procedures and techniques used in contract/grant monitoring and auditing and to apply them to specific situationsAbility to comprehend, analyze, interpret and apply basic law and regulations pertaining to State department, budgets, finances, contracts and other transactionsAbility to profit by an in-service training program in contract monitoring to perform as a productive worker in the less complex monitoring dutiesAbility to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related unitsAbility to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position.Job Type: Full-timePay: $61,744.35 – $81,269.54 per yearBenefits:Dental insuranceEmployee assistance programHealth insurancePaid time offRetirement planSchedule:Monday to FridayEducation:Associate (Preferred)Experience:Contracts and grants: 1 year (Preferred)Contracts: 1 year (Preferred)Work Location: One location
