$5,178.00 – $6,057.00 per month (SR-24)

NOTE: Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant’s exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval.

Job Summary:

This position is located in the Facilities Development Branch, Planning Unit of the Office of Facilities and Operations (OFO) and is responsible for preparing and tracking Capital Improvement Projects (CIP) requests, appropriations, allotments and expenditures for the Department’s construction program; asset management; and other administrative activities.

The duties and responsibilities of the position include: Reviews and forecasts CIP appropriation and allotment requests; performs trend assessments of current CIP allotment balances, obligations and expenditures for on-going and previously lapsed appropriations; develops surveys on classroom and space utilization at schools and prepares reports, graphs, tables and narrative of findings; maintains updated inventory of Fixed Assets relative to completed CIP jobs; participates in the review and evaluation of the automated information systems; writes legislative testimony; drafts bills; and attends hearing.

Minimum Qualification Requirements:

Applicants must meet all the requirements for the position they are seeking as of the date of the application, unless otherwise specified. Unless specifically indicated, the required education and experience may not be gained concurrently.

Note: Calculation of experience is based on full-time, 40-hour workweeks. Part-time experience is pro-rated. Example: Twelve months of experience at 20 hours/week is equivalent to six months of experience, not one year. Also, hours worked in excess of 40 hours/week will not be credited. Example: Twelve months of experience at 60 hours/week is equivalent to one year of experience, not one and a half years.

To qualify, you must meet all of the following requirements:

Education Requirement:

Graduation from an accredited college or university. Excess experience of the type and quality described below, or progressively responsible administrative, professional, technical, or investigative work experience may be substituted for education on a year-for-year basis.

Experience Requirement:

Three and one half (3 ½) years of work or program analysis and evaluation experience; viz.; experience in operational planning, organizational analysis, budget analysis, or methods studies, to improve the efficiency of a given operation.

Specialized Experience Requirement:

One (1) year of journey level professional work experience in budget; management analysis; accounting; fiscal services; or a related field. This experience must have been gained within a large organization or governmental body; and may have been gained concurrently or separately in meeting the minimum qualification requirements.

License Requirement:

For this position, applicants must possess a current valid passenger-type motor vehicle operator’s license to drive in the State of Hawaii.

Substitutions Allowed:

A Master’s degree in business or public administration or a closely related major from an accredited college or university may be substituted for one year of the required experience.

Selective Certification: Valid Driver’s License
