We are looking for two Business Analysts to join the Health Information Office (HIO)! One will focus on Long-Term Services & Supports, and one will focus on Community First Choice.
HIO develops, implements, and maintains the Department’s Health Information Technology (Health IT) and related Information Technology (IT) infrastructure, while coordinating with the Governor’s Office of Information Technology and other stakeholders on Health IT and IT projects that impact the Department. Major responsibilities of the Health Information Office include enhancing and maintaining the Department’s health care claims payment system (Medicaid Management Information System or MMIS) and client eligibility system (Colorado Benefits Management System or CBMS) by developing requirements documentation, reviewing detailed system design approaches, proposing systems solutions to program staff and implementing systems solutions to support Department initiatives. In addition to aligning the Department’s infrastructure, this Office creates a foundation for emerging Health IT solutions that will be necessary to implement the Department’s transformational vision for the future of Medicaid.
This position was created by federal legislation through H.R. 1319,
the American Rescue Plan Act of 2021.
This position can work fully remotely from anywhere in the State of Colorado.
**Please note – equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**
Description of Job
WHAT YOU’LL BE DOING AS BUSINESS ANALYST:
Serve as Long-Term Services & Support or Community First Choice MMIS Member Eligibility Staff Authority for the interChange Systems Division of the Health Information Office (HIO).
Maintain a comprehensive understanding of the Long-Term Services & Support or Community First Choice member eligibility policy and processes that impact the interChange system, make recommendations that support interChange system changes related to these policies and processes, and to be continually responsible for the work product related to member eligibility for ARPA projects.
Elicit, interview, and document Long-Term Services & Support or Community First Choice policies, rules, regulations and business requirements supporting Long-Term Services & Support or Community First Choice member benefits and programs.
Support efforts to define the Long-Term Services & Support or Community First Choice benefit plan and claim processes, and transitions the information for operational readiness and the maintenance and operations phase.
Maintain expertise in the technical aspects of Long-Term Services & Support or Community First Choice member programs and benefit plans and communicates and directs efforts with the Stakeholders, the interChange vendor and the Medicaid Operations Office Eligibility Teams to ensure the MMIS Member subsystem is aligned with HCPF, CBMS and Long-Term Services & Support or Community First Choice requirements.
Ensuring accurate installation of Long-Term Services & Support or Community First Choice programs which do not receive the same enhanced match as Medicaid and CHP+, so Long-Term Services & Support or Community First Choice services must be uniquely identified to maintain enhanced Federal Financial Participation (FFP) for the Medicaid and CHP+ program.
HIO Systems Division Staff authority of Long-Term Services & Support or Community First Choice member benefit plans and the system functions that support these benefit plans in order to analyze and conceptualize theories and principles tailored to fit Long-Term Services & Support or Community First Choice.
Ensure system change is documented and traceable from scope and requirements, to design and testing.
Communicate and escalate any system changes or issues that could result in audits or loss of FFP due to noncompliance with federal laws and rules.

MINIMUM QUALIFICATIONS:

Bachelor’s degree from an accredited institution in health care administration, business administration, computer information systems or a field of study related to the work assignment (business or business systems)

AND

Three years of professional experience performing business analyst duties such as documenting business requirements, managing project scope and supporting requirements validation.

Substitutions:

Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.

Additional appropriate education will substitute for the required experience on a year-for-year basis.

CONDITIONS OF EMPLOYMENT:
All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.
Effective September 20, 2021, employees will be required to attest to and verify whether or not they are fully vaccinated for COVID-19. Employees who have not been fully vaccinated may be required to submit to serial testing in the future. Upon hire, new employees will have three (3) business days to provide attestation to their status with proof of vaccination. Vaccinated employees must provide proof of vaccination.
Note: Fully Vaccinated means two (2) weeks after a second dose in a two-dose series of the COVID-19 vaccine, such as the Pfizer or Moderna vaccine, or two (2) weeks after the single-dose vaccine, such as Johnson & Johnson’s Janssen vaccine, as defined by the most recent State of Colorado’s Public Health Order and current guidance issued by the Colorado Department of Public Health & Environment.
This is a term-limited position with funding through March 31, 2024. Successful candidates will sign a Waiver of Retention Rights and normal personnel rules regarding retention will not apply.
