Job Description : Bachelor’s degree in Social Work, Psychology, Public Policy, Education, Criminal Justice, Public Health or a closely related field.
A minimum of nine years of experience supporting children, youth, young adults and families in the areas of health, behavioral health, early care and education, human services, juvenile justice, intellectual/developmental disabilities and/or workforce development, including at least three years of supervisory experience in executive or professional management leading a large-scale diverse work portfolio with strong networking and partnership building skills.
Substitutions: Master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
Demonstrated knowledge and expertise in the following topic areas related to children, youth, young adults and families: mental health, health, substance use/abuse, child welfare, intellectual/developmental disabilities, juvenile justice, early care and education, special education including an awareness of trends and issues which impact on current practices nationally and across the state.
Duties DescriptionThe CCF Executive Director (ED) is responsible for overseeing and carrying out the mission and duties of the New York State Council on Children and Families (CCF) as set forth in Social Services Law, Article 10-C. This position reports directly to the Governor’s Deputy Secretary for Human Services and Mental Hygiene with an indirect line to the Commissioner of the New York State Office of Children and Family Services (OCFS). CCF is administratively hosted by OCFS in which its personnel, budget and communications functions are supported by OCFS. The CCF ED is responsible for leading cross-agency collaborations and initiatives with Council-member agencies and other partners at the direction of the Executive Chamber. The ED oversees a staff of approximately 30 including the following Teams: Early Care and Education, Interagency Case Resolution, Data Mapping and Management and the New York State Mentoring Program. This position will be responsible for the following duties:
Directly supervise 5 staff: the Deputy Director/Counsel, Early Care and Education Director, Interagency Case Resolution Director, NYS Mentoring Program Director and Data Mapping and Management Director.
Establish and maintain working relationships with state agency commissioners/directors and their respective leadership teams as well as local government agencies, schools, and not-for-profit agencies that are stakeholders in the service delivery systems for children and families.
Facilitate two standing committee meetings at least monthly with Council-member agency commissioners/directors or their designee: 1) a cross systems meeting for children and youth with complex needs to support the establishment of a coordinated systems of care for children and youth and their families who require assistance from multiple systems of care and 2) an early care and education committee to support the alignment of programs and services for young children and their families to promote healthy development and school readiness. At a minimum, the two standing committee meetings will be held monthly and include, but not be limited to, representatives from OMH, OPWDD, NYSED, OCFS and DOH. Facilitate other cross systems meetings deemed necessary by the Executive Chamber.
Represent CCF and New York State at meetings and conferences across the state and nation including preparing and conducting presentations on topics related to improving the education, health, and wellbeing of children, youth, young adults and their families.
Meet and visit with (including virtual or through conference calls) leadership of agencies i.e., community-based organizations, residential schools, school districts, county agencies and out-of-state providers to discuss referrals, residential programming and strategies to improve outcomes for children, youth, young adults and families.
Promote qualitative professional/personal development of staff through supervision & training opportunities, including addressing race and equity issues; economic, racial and social justice issues; cultural responsiveness; linguistic competence; and disproportionality and disparities.
Review trends and characteristics of the children and families referred to the Interagency Case Resolution Unit to determine emerging systemic issues, patterns and barriers to children and youth accessing services and treatment in a timely manner.
Provide direction and oversight to the Data Mapping and Management Team to ensure that data is current and accessible to Council-member agencies, localities and the public for policy development and accountability purposes.
Provide direction and oversight to the Mentoring Program staff related to growing the overall program in schools, community-based organizations and courts annually.
Review and approve annual Out-of-State Residential Placement Reports prepared by CCF staff in coordination with other residential placement agencies.
Oversee the contract development process to ensure that funds are obligated and disseminated to the appropriate entities in accordance with federal and state grant requirements.
Review and analyze legislative proposals, laws and mandates regarding improving outcomes for children, youth and families and make recommendations for change to the Executive Chamber.
Serve as a member of the OCFS Executive Team.
Additional CommentsBackground Investigation Requirements:
1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.
2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
