(Administrative Manager II)
Juvenile Health Services

This position is scheduled to receive a salary range increase on the following date:
Effective July 1, 2022 – 3.0% increase

Mandatory Employee Retirement Contributions will decrease on the following date:
Effective July 1, 2022 – 0.5% decrease

Salary may be negotiable within the range listed above, based on position requirements and successful candidate’s qualifications, subject to appropriate authorization.

This recruitment is open to the public and will remain open for a minimum of five (5) business days. This recruitment will be open on a continuous basis and will close at 11:59p.m. (PST) on the day the County’s needs are met. Applicants are encouraged to apply immediately.

This recruitment will establish an open eligible list. This list will be used to fill current and future Administrative Manager II positions with this specialty. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

HEALTH CARE AGENCY
The County of Orange, Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the leadership of the Agency Director, a new and dynamic executive team with an organizational structure comprised of seven (7) service areas – Administrative and Financial, Strategy and Special Projects, Mental Health and Recovery Services, Correctional Health, Office of Care Coordination, Medical Health and Public Health – is committed to meeting the health needs of the diverse Orange County community.

CORRECTIONAL HEALTH SERVICES
Juvenile Health Services (JHS) is a division within the Health Care Agency’s Correctional Health Services (CHS). It provides medical, nursing, dental, infection control, health education and pharmaceutical services at a community standard of care to youths who reside in the County’s four residential facilities operated by Probation and Social Services Departments and contracts with hospitals for inpatient and specialty care.

THE OPPORTUNITY
The Administrative Manager II position is in JHS, which is responsible for basic and emergency medical services for approximately 300 detained minors per day, and over 3,000 per year.

This position is responsible for the provision of medical and dental care to the minors housed within the Probation Department Juvenile Hall and three juvenile detention camps, Orangewood Children and Family Center. Duties also include fiscal and budgetary oversight, as well as public relations and liaison requirements on behalf of HCA along with Probation, Social Services Agency (SSA), CHS Adult jail management (including the pharmacy which supplies medications for the Juvenile hall population), and various public entities involved in juvenile care issues within the County. This position also represents HCA at the monthly Juvenile Justice Commission meeting attended by community partners.

Examples of duties include, but are not limited to:

Providing strategic direction and management of administrative functions
Providing administrative oversight for medical services for minors housed in the Orange County juvenile detention facilities and at Orangewood Children and Families Center
Preparing and providing analysis and appropriate recommendations to executive staff regarding the annual JHS operating budget, budget parameters, and expenditures
Ensuring compliance with the California Code of Regulation (CCR), Title 22 and Title 15 Minimum Standard for Local Juvenile Facilities
Collaborating with a variety of departments, community agencies and stakeholders
Providing coaching, leadership, and education of staff and stakeholders
Facilitating meetings and informational events
Participating in ongoing electronic health record system development
Providing on-going communicating to JHS Program and administrative staff
Assist the JHS Quality Improvement team in working with physicians, clinicians and office staff to identify and suggest improvements in clinical outcomes

DESIRABLE QUALIFICATIONS & CORE COMPETENCIES

The ideal candidate will possess a bachelor’s degree or higher in Public Administration, Public Health, Mental Health, Psychology, Social Work, Nursing or in a related field; and four (4) years of significant understanding and experience working in a multi-disciplinary correctional institution, a licensed or certified health facility or in an accredited health care services program. Health care administration experience in a juvenile correctional institutional and clinical experience is preferred.

In addition, the ideal candidate will also possess extensive experience in the following core competencies:

Understanding of applicable legislation, policies, and regulations related to correctional health and specifically, juvenile healthcare
Ability to successfully integrate strategies and goals consistent with department’s mission and vision
Proven ability to establish and maintain challenging and measurable goals and objectives for personnel
Identification of organizational priorities and the relationship to resource and budget allocation
Knowledge of best practices associated with JHS

Establishing and maintaining credibility within the organization/department

Continuously evaluating business practices and recognizing the need for new processes and procedures, providing recommendations for improvements and leading the effort towards effective solutions
Considering future organizational impacts when weighing recommendations/decisions
Interpreting performance measures regarding critical performance data and providing appropriate recommendations based on findings
