Job Duties

The Office of Child Support establishes policies and guidelines for the child support program based on federal and state laws. The office provides leadership and guidance to all eighty-eight (88) Ohio county Child Support Enforcement Agencies, and processes all support payments through a centralized state disbursement unit.

Major Duties and Responsibilities:
Under general supervision, acts as Child Support program consultant for all 88 Child Support Enforcement Agencies (CSEAs): identifies local program needs and available community resources; conducts formal evaluation of the quality, efficiency, effectiveness, and scope of services provided under the Ohio IV-D state plan; performs program reviews in accordance with established laws, rules, and policies including the Annual SelfAssessment Case Review, Federal Tax Information (FTI) safeguarding visits, and other compliance research, validation, outreach, and corrective action as required for all 88 CSEAs; reviews and maintains data of CSEAs to ensure agency complies with federal and state requirements; researches and responds to policy questions; conducts on-site review of agency procedures and supports implementation of new policies and procedures; participates in the development of training materials addressing specific issues on Child Support operations for CSEA administrators and their staff; monitors and evaluates county performance through on-site visits, telephone, email contact, and review of Support Enforcement Tracking System (SETS) reports and case files.
Provides follow-up with county CSEAs to ensure completion of appropriate actions in relation to IV-D program findings; writes reports of county visits, Annual Self-Assessment Case Review reporting, Plan of Action Milestones (POAM), and responds to county CSEA requests for information and policy; participates in planning and coordination of regional and statewide meetings.
Performs other related duties as assigned (e.g., travels to attend staff meetings, conferences, trainings, and seminars; operates personal computer to produce correspondence, reports, and other documents; maintains logs, records, and files).
Qualifications
The following are the minimum qualifications for this position. For further consideration, applicants must clearly identify how qualifications are met within the education and/or experience sections of the applications.
The ideal candidate, at minimum, must have the following:
Completion of undergraduate core program in social or behavioral science, health or pre-medicine or comparable field AND 18 mos. exp. in delivery of human services, health care services or medical assistance in governmental, community or private human support services agency or medical provider.
OR
completion of graduate core program in social or behavioral science or medicine-related or comparable field AND 6 mos. exp. in delivery of human services, health care services or medical assistance in governmental, community or private human support services agency or medical provider.
OR
Equivalent of Minimum Class Qualifications for Employment noted above.

Supplemental Information
Unless required by legislation or union contract, starting salary will be the minimum salary of the salary range (step 1, currently ($) 27.26 per hour) associated with this position.

shared workspaces at an ODJFS location. Employees must reside in Ohio and within a reasonable distance to their assigned work location to respond to workplace reporting requirements.
