Position : Risk Analyst – HUD Investigator
Job Description : The City of Tacoma is seeking a Civil Rights Investigator for its Office of Equity and Human Rights Division. Civil Rights Investigators respond to citizen inquiries, prepare, analyze, investigate and resolve discrimination complaints of varying complexity involving single or multiple factors based on age, gender, marital status, race, color, national origin/ancestry, families with children, religion, honorably discharged veteran or military status, sexual orientation, gender identity, or disability in matters relating to employment, housing, credit, public accommodation and financial transactions. Civil Rights Investigators must be compassionate, objective, excellent oral and written communicators with the ability to work well with people of diverse backgrounds and experiences. Investigators must be able to work in a team environment but also work independently, interact with the public, diffuse and/or mediate difficult situations, manage multiple competing priorities, meet deadlines, conduct outreach and education on human and civil rights issues, produce high quality work and perform administrative tasks associated with the position.
This is a high stress position; the person selected for this position should be a self-starter and be able to work cooperatively with co-workers and others. Work may include working in the community during the week, some evenings, and some weekends.
Key duties includes:
Investigations, research, and administrative support to include investigating discrimination complaints, reviewing legal documents and case law, analyzing facts and writing legal Final Findings of Fact of Determinations.
Brief and advise city leadership on current issues to include presentations and recommendations.
Internal and external partnerships and support to landlords, owners, property managers, tenants and others regarding legal rights.
Training and educational events
Intake of complex customer service calls
Desired experience includes:
Investigating housing discrimination cases within the United States Department of Housing and Urban Development (HUD) guidelines and the Equal Employment Opportunity Commission (EEOC);
Conducting training seminars and making presentations to industry personnel, government entities and the general public on their rights and responsibilities under local, State, and Federal laws against discrimination;
Working with socially or economically disadvantaged, underrepresented, or marginalized populations in a diverse work environment.
Experience using the HUD Enforcement Management System.

QUALIFICATIONS:
Minimum Qualifications:
Graduation from a four year college or university with major course study in law, safety, business or related field.
Additional related experience may be substituted on a year for year basis for education.
Desired Qualifications:
Bachelor’s degree in public or business administration, personnel management, political science, communications, social work/sociology, or related field AND two years of professional experience emphasizing civil rights law enforcement, equal employment opportunity, investigation, personnel administration, labor relations, or working as a mediator in one or more of these areas.
KNOWLEDGE & SKILLS:
Knowledge of discrimination laws (Employment, Housing and Public Accommodations)
Strong critical thinking and analytic skills
Strong computer word processing ability
Demonstrated ability to effectively manage stressful situations
Demonstrated ability to work with socially or economically disadvantaged, underrepresented or marginalized populations
Ability to contribute positively to a diverse working environment
