The Department of Transportation and Public Facilities (DOT&PF) Program Development is looking for a Transportation Planner 1 to help us Keep Alaska Moving!

The mission of the Alaska Community Transit Office is to support the Department of Transportation & Public Facilities’ (DOT&PF) mission by providing access and mobility within the communities of Alaska, both urban and non-urban, through transit services that are safe, appealing, efficient, and easily-available to both the general public and transit-dependent populations.

The working environment you can expect:
This position is located in the DOT&PF Headquarters in Juneau, at the 3-mile building on Channel Drive, in a comfortable office environment with newly renovated workspaces. Ample parking is provided, and there are great break time walking and viewing opportunities with beautiful Gastineau Channel vistas right out the front door. While teleworking is available, significant synergy and efficiencies among the team members is generated through regular interaction in a work group setting.

This position may require travel up to 6 times per year.

What you will be doing:
This Transportation Planner 1 position is a modal specialist for the Division of Program Development, lead transit planner, and coordinator for the Alaska Community Transit Office (ACTO). In this position you will develop the transit capital program for the department and provide procedural direction for ACTO processes and transit grant program administration. In addition, you will provide specific management for various grant programs, ensuring compliance with federal and state requirements.

Minimum Qualifications
Any combination of education, certification, and/or experience that provides the applicant with competencies in:
Budget Administration: Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.
External Awareness: Understands and keeps up-to-date on local, national, and international policies and trends that affect the organization and shape stakeholders’ views; is aware of the organization’s impact on the external environment.
Landscape Architecture: Knowledge of the concepts, theories, and practices used in the planning, designing, construction, and adaptation of outdoor features, taking into consideration recreation planning, requirements, aesthetic value, and compatibility with other developments and resources.
Transportation: Knowledge of principles and methods for moving people or goods by air, rail, sea, or road, including costs and limits.
Transportation Engineering: Knowledge of the concepts, principles, theories, and methods applicable to planning, designing, and constructing of transportation systems including traffic analysis, signal analysis, highway capacity, pavement design, bridge construction, planning of transportation projects, environmental analysis of transportation facilities, and transportation network analysis.
Equivalent to those typically gained by:
Post-secondary education in urban, regional, transportation, or landscape planning;
AND/OR
Experience, which involves some combination of the design of research projects, setting standards for technical adequacy, and/or coordinating the planning contributions of lower level planners or other agencies, in environmental, transportation, or community development; architecture; civil engineering; landscape architecture; urban design; historic preservation; geography; geographic information systems; housing administration; grant administration; accounting; business management; or research.
