QUALIFICATIONS:
Required: Equivalent to the completion of the twelfth (12th) grade and at least three (3) years of experience providing technical and administrative support to a full-service human resources program.
Licenses: Possession of, or ability to obtain, a valid California Driver’s License by time of appointment.
The Riverside County Transportation Commission (RCTC/Commission), established through California State law, oversees funding and coordination of all public transportation services within Riverside County. The Commission’s responsibilities have grown in the over 40 years since its inception from coordinating highway and transit planning and identifying projects for state and federal funding to responsibility for all aspects of region-wide planning for Riverside County’s mobility and operating toll facilities. GENERAL DESCRIPTION: Under general supervision, performs a variety of responsible technical and office administrative human resources support functions, including assisting in the recruitment, testing, and selection, benefits administration, workers’ compensation, training and development, and related human resources programs; provides responsible technical and clerical support to staff in the Human Resources Department; assists in completing various human resources studies and reports; and performs related work as required.
This is the journey-level class responsible for independently performing technical duties in support of human resources. Employees at this level are required to be fully trained in all procedures related to the assigned area(s) of responsibility, working with a high degree of independent judgment, tact, and initiative. This class is distinguished from the Human Resources Administrator in that the latter has full management for all human resources programs, projects, and activities.
EXAMPLES OF TYPICAL JOB FUNCTIONS (Illustrative Only):
Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.
Participates in internal and external recruitment, testing, and selection processes, including preparing advertisements and recruitment job flyers, tracking applicant paperwork, preparing interview materials and packets, scheduling and coordinating interviews and written performance tests, and sending out notifications; supports compliance with RCTC’s equal employment opportunity and affirmative action programs.
Coordinates and conducts orientations for newly hired employees; assists in enrolling employees into RCTC’s benefits program; enters enrollment and changes into related databases; responds to employee and retiree questions and complaints; interfaces with insurance providers and representatives; tracks and monitors employee leaves.
Prepares and processes personnel transactions involving employment changes such as, but not limited to, new hires, terminations, resignations, position and payroll changes, promotions, and retirements.
Organizes and maintains accurate and detailed databases, files, and records; generates reports; verifies accuracy of information, researches discrepancies, and records information; coordinates and ensures compliance with established records retention schedules.
Researches, summarizes, and interprets data from various sources and prepares and presents various reports, memoranda, and correspondence.
Verifies and reviews forms and reports for completeness and conformance with established standards and procedures; applies RCTC policies and procedures in determining completeness of applications, records, and files.
Assists in coordinating and administering human resources programs, projects, events, and studies such as performance management, employee recognition, and training and development programs; coordinates and integrates program activities with other human resources programs and services.
Assists in coordinating the workers’ compensation program by processing insurance claims submitted, monitoring accepted claims prior to closure, and serving as a liaison between and providing information to claimants, attorneys, and workers’ compensation insurance carrier.
Provides general administrative support including ordering supplies, coordinating office equipment maintenance and repair, and opening, sorting, screening, and distributing mail.
Receives and screens visitors, telephone calls, and emails, providing a high level of customer service to both external and internal customers; provides information to RCTC staff, other organizations, and the public, requiring the use of judgment and the interpretation of human resources policies and procedures and legal requirements.
Performs other special projects or duties as assigned.
KNOWLEDGE OF:
Basic principles and practices of human resources and risk management functions including recruitment, testing, and selection, benefits administration, workers’ compensation, training and development, and related human resources programs.
Principles and practices to be applied in promoting equal employment opportunity, equity, and diversity.
Basic mathematic and statistical techniques.
Applicable federal, state, and local laws, regulatory codes, and ordinances, and RCTC policies and procedures relevant to assigned area of responsibility.
Record keeping and legal documentation principles and procedures.
Principles and practices of data collection and report preparation.
Modern office practices, methods, and computer equipment and applications related to the work.
English usage, grammar, spelling, vocabulary, and punctuation.
Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and RCTC staff.
ABILITY TO:
Provide technical and administrative support to the RCTC’s human resources programs.
Learn and understand the organization and operation of RCTC and of outside agencies as necessary to assume assigned responsibilities.
Review human resources reports, forms, correspondence, and related documents for completeness and accuracy.
Prepare and maintain clear and accurate human resources records and supporting documentation.
Maintain confidentiality of sensitive personal information of applicants, employees, former employees, and other matters affecting employee relations.
Interpret, apply, explain, and ensure compliance with federal, state, and local laws, codes, ordinances, and regulations and RCTC policies and procedures.
Make accurate arithmetic and statistical computations.
Establish and maintain a variety of filing, record keeping, and tracking systems.
Organize own work, set priorities, and meet critical time deadlines.
Operate modern office equipment including computer equipment and specialized software applications programs.
Use English effectively to communicate in person, over the telephone, and in writing.
Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
PHYSICAL & ENVIRONMENTAL ELEMENTS: Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
This is primarily a sedentary classification and the employee works in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. The employee interfaces with staff, management, other departmental representatives, transportation and government officials, business representatives, and the general public in explaining RCTC policies and requesting and providing information.
