The mission of the Ohio Department of Mental Health and Addiction Services (OhioMHAS) is to provide statewide leadership of a high-quality mental health and addiction prevention, treatment and recovery system that is effective and valued by all Ohioans.

What You’ll Do:
Relieves Quality Management (QM) Director of non-routine administrative duties: independently formulates decisions &/or judgments involving non-legal interpretations of QM policies & procedures; acts for the Director (e.g. independently answers complex &/or confidential correspondence, facilitates & conducts meetings, monitors special projects & task force committees, assigns sufficient staff to ensure completion of special assignments & projects..); provides assistance with regulatory survey [Joint Commission (JC), Medicare/Medicaid (CMS), Occupational Safety & Health Administration (OSHA), Center for Disease Control (CDC), & other state & federal regulatory agencies] readiness (e.g. revises policies, develops policy manuals, constructs training binders..); serves as liaison between QM Director, subordinate staff & supporting functions (e.g., Peer Review, Performance/Process Improvement); transmits decisions & directives; represents QM Director at meetings & serves on committees as assigned; assists with managing local and comparative regional psychiatric hospital data (e.g. restraint episodes..) utilizing Excel spreadsheets including graphing functions; develops performance improvement team charter documents; assists in the planning, organization, and set-up of the annual Patient Safety Fairs for staff and patients.
Research & analyze programs: research & analyze programs, policies & procedures dealing with overall QM programs, develop special project proposals, assists QM Director in new QM program planning & development, special project proposals, research & provide technical information & recommendation to QM Director to aid in decision making.
Manage daily business functions of QM Director’s office: coordinates specific auxiliary functions (e.g., Performance Improvement, Quality Assurance, Utilization, Medicare Compliance..) under QM Director’s authority; administer special projects; prepare crucial, medical & administrative documents & directives; attends QM Committee meetings (e.g., Performance Improvement/Quality Assurance and Accreditation Committee, Patient Safety Council, Executive Committee Quality Safety Forum, Quality Management Department Meetings) to provide administrative support including electronically recording/taking notes to transcribe minutes requiring knowledge & skill in use of medical, legal, &/or statistical terminology; format, proof & make corrections to minutes prior to distribution; prepare materials/documentation/reports for upcoming meetings; maintain data reporting matrices; provide notifications for reporting/presentations/follow-up on behalf of Committees; maintain Committee materials/documentation including binders of all Committee meeting minutes, agendas & reports; maintain documentation for hospital patient safety program approved products list; daily review & update for emergency intervention and special precaution database to manage data collection program/process for key violence and psychiatric deterioration triggers with daily notifications to Morning Report Committee; performs related multi-faceted tasks (e.g., answer telephone & respond to requests for information, gather & classify confidential information &/or administrative material, copy, collate, maintain confidential file system, fax confidential material..).
Performs public relations duties: research & respond to verbal & written inquiries & complaints; provide information & explanation of various hospital programs to general public, concerned citizens, consumers & their families; deliver presentations; performs other duties as assigned.

Qualifications

Completion of associate core coursework in secretarial science or business office applications from accredited career school or community college; 12 mos. exp. in secretarial/administrative professional field.

Or 30 mos. exp. or 30 mos. trg. in secretarial/administrative professional field.

Or 12 mos. exp. as Administrative Professional 2, 16872.

Or equivalent of Minimum Class Qualifications For Employment noted above.

Knowledge of English grammar & composition; arithmetic that includes addition, subtraction, multiplication & division; records management; business communications; administrative practices & procedures*; general office practices & procedures; agency-specific office practices & procedures*; budgeting*; government structure & process*. Skill in keyboarding; business office software applications (e.g., Microsoft Office); operation of personal computer & office machines (e.g., transcribing equipment, calculators). Ability to deal with problems involving several variables within familiar context; apply principles to solve practical, everyday problems; interpret instructions in written or oral form; write routine business letters following standard procedures; complete routine forms or records; make appointments; arrange items in numerical or alphabetical order; move fingers easily to perform manual functions; assess questions & provide appropriate information or referral.
