The HR Associate is a key member of the DCHS Human Resources (HR) team and is responsible for administrative and outreach details in support of DCHS’s recruitment efforts. The HR Associate organizes and deploys key elements of selection processes that receive, screen, test, evaluate, and hire talented, committed, and hard-working individuals with an ability to work in a fast-paced environment. The HR Associate organizes, prioritizes, coordinates, and responds to a variety of regularly occurring work assignments, special projects, research, information requests, and creation of documents.
The position reports to the DCHS HR Manager II.

Who may apply: This position is open to the public, special duty placement may be considered for current eligible career service and appointed employees. This selection process will be used to fill one 8month assignment, with the possibility of extension. In addition, this recruitment may be used to create an eligibility pool for future temporary opportunities should they become available.

Work location: This position is located in the Chinook Building in downtown Seattle, however, work is completed remotely during mandatory telecommuting implemented as a part of the County’s COVID-19 Pandemic response.
Work schedule: This position is overtime eligible. Typical work hours are between 8: a.m. and 5:00 p.m., Monday through Friday.
Teleworking Requirement
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Job Duties
Research and identify recruiting, advertising, and outreach opportunities/events. Attend events and promote DCHS employment opportunities.
Communicate with internal and external applicants in person, over the phone, and via e-mail. Act as liaison between applicants, recruiters, and the department.
Schedule applicants for testing/exercises and interviews. Administer applicant skill testing/exercises.
Prepare materials and recruitment selection information for interviews.
Coordinate, track, and monitor a variety of HR documents and work requests in electronic and paper format.
Conduct detailed background reviews on applicants including criminal conviction histories and employment references/verification.
Coordinate documentation of employment process and completion of hiring documents for new hires. Verify COVID-19 vaccine mandate documentation.
Assist with onboarding activities to support hiring related to COVID-19. Track specific information required by Public Health-Seattle & King County and the Center for Disease Control for managing, coordinating, and supporting return to work for current employees.
Provide specialized human resource information including specific information pertaining to the County’s response to the COVID-19 pandemic that requires limited interpretation of established policies, procedures and other relevant sources to employees and/or applicants over the telephone, in writing and/or in person.
Use PeopleSoft, NEOgov (applicant tracking system), Word, Excel, and visual management system to track recruitment activity, create letters, and generate reports.
Maintain confidentiality related to human resources issues, including employment decisions, selection processes, testing, criminal history records, disciplinary, and other complex issues.
Ensure compliance with standard employment procedures and completion of personnel documents that comply with Federal, State, County, and Municipal code, Federal regulations, Title VII, EEOC, ADA, WSBA, ABA, and relevant county policy.
Cross-train and back up other team members in assorted duties in support of HR, including, but not limited to: SharePoint maintenance and design, records retention and upkeep, and personnel change notice tracking.
Perform other related job duties as assigned.
Experience, Qualifications, Knowledge, Skills
Three years of increasingly responsible administrative support responsibilities in the area of human resources.
Ability to provide exceptional customer service and clear communication both orally and in writing.
Knowledge of human resources employment practices and guidelines.
Excellent organizational skills are required to work on a number of projects simultaneously and complete projects within specified deadlines.
Demonstrated ability to effectively problem solve, apply good judgment and initiative.
Ability to maintain confidentiality and use discretion when handling sensitive information.
Demonstrated ability to establish and maintain effective working relationships with a diverse group.
Experience with testing administration practices.
Demonstrated skill in the use of PeopleSoft or other HRIS system.
Demonstrated skill in the use of NEOgov or other electronic applicant tracking systems.
Skill in reviewing and compiling data, developing reports, and creating charts and diagrams.
Ability to create, proofread, edit, and format documents according to standard business writing practices.
Excellent computer skills that include: Word, Excel, and Outlook.
