Job Description : Position Overview
Seasoned professional level in Human and Social Services Planning/Administration under general direction of the Deputy Director requiring thorough knowledge of the effectiveness and accessibility of human and social service programs, contracts and evaluation in order to provide technical assistance to the Family and Children First Council, Human Services Levy Council, and HSPD staff and other community partners as outlined in rank 1 job duties 50% of the time and also must perform rank 2 and 3 job duties.
Summary of Job Duties
Manages, plans, organizes and manages projects and activities. Manages maintenance & interpretation of data relevant to the needs of the Family and Children First Council, Human Services Levy Council, the Homeless Solutions Policy Board or other identified Health & Human Services Advisory Boards, supports & implements policies and practices that should be implemented, and develop specific action plans for effective administration, supervises the combined funding process and the evaluation of proposals/applications received, the negotiation and awarding of human services contracts, and the monitoring and assessment of contract performance, provides continuing refinement of the human service contracting process, interacts with other county and community agency staff, gathers and analyzes key information, communicates practices and policies to the local community, conducts meetings, consults with and/or provides recommendations to various community leaders, agency directors, volunteers and other involved parties.

Monitors and evaluates plans, identify and research grant opportunities and coordinate the grant proposal writing process, ensures compliance to fiscal regulations and local, state and federal regulations, guidelines and requirements, supervises assigned staff, provides financial consultation to the agencies receiving Health & Human Services funding, provides technical assistance regarding the allocation of Levy funds among the agencies involved, prepares and reviews preliminary and final budgets for the council, monitors expenditures and cash flow, projects spending trends and advises of any needed administrative requirements.

Supports Health & Human Services committees, subcommittees or teams activities, manages and coordinates financial resources of various boards and councils, provides program, financial and technical consultation, interacts with lead agency staff, gathers and analyzes key information, communicates practices and policies to the local community, conducts meetings, consults with and/or provides recommendations to various community leaders, agency directors, volunteers and other involved parties.

Minimum Qualifications and Requirements
Completion of graduate major program course work in social science, business administration, public administration, or related area and 5 years experience in social services program administration combining private and public organizations

OR

Alternative, equivalent evidence of the Minimum Class Requirements.

Must have valid driver’s license with acceptable driving record.

All Montgomery County employees become members of the Ohio Public Employees Retirement System and have access to deferred compensation programs.

Part-time Employees (Non-Benefits Eligible) (20 hours or less per week): Benefits include Long Term Sick Leave Accrual, Paid Personal Leave, and holiday pay for hours scheduled to work on holidays.

Seasonal Employees: Benefits include Sick Leave accrued at 4.6 hours for every eighty 80 hours in active
pay status. Seasonal employees scheduled to work 40 hours during their period of employment will accrue vacation in the same manner as regular full-time employees and can use their vacation after completion of twenty-six (26) bi-weekly pay periods in active pay status. Part-time Seasonal employees (scheduled to work less than 40 hours) do not accrue vacation.

Intermittent and Temporary Employees: Long-Term Sick Leave accrual is based on hours worked.
