THE POSITION
Under the general supervision of the department manger, Milk and Dairy Inspector I/II, conduct inspections of dairy farms, retail outlets and distributors, and enforce dairy and soft ice cream sanitation regulations.
The Milk and Dairy Inspector I is the journey level class in the series with individuals possessing State certification as a Registered Dairy Inspector. This position conducts inspections of dairy farms, retail outlets and distributors, and enforce dairy and soft ice cream sanitation regulations.
The Milk and Dairy Inspector II is the advanced journey level classification in the series with individuals possessing State certification as a Registered Dairy Inspector. The Level II has more knowledge and experience than the Level I and functions with a higher degree of independence . This position conducts inspections of dairy farms, retail outlets and distributors, and also enforces dairy and soft ice cream sanitation regulations.

Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Technical Services bargaining unit for labor relations purposes.
Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months.

Incumbents may also be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding).

Typical Tasks

Conducts inspections of dairies, dairy farms, retail outlets and distributors to determine compliance with State and local laws and regulations, governing the sanitation of facilities and compliance with product standards;
When necessary, recommend changes and give instruction for correction of deficiencies and violations;
Observe and report on the general health of dairy animals;
Instruct personnel in the proper cleaning and sanitation methods, repair and dismantling and assembling of equipment and containers;
Instruct dairy personnel concerning requirements of milk regulations and methods of maintaining a safe milk supply;
Consult with and advise managing dairy personnel concerning general sanitation, repair and replacement of buildings and proper maintenance;
Collect milk and by-product samples for analysis, and conduct appropriate tests;
Interpret laboratory reports and discuss deficiencies with personnel;
Gather evidence of violation of laws pertaining to milk and dairy products and may assist in preparing court cases;
Take samples of water and sewage for laboratory tests;
Inspect for rodent and insect infestation, and instruct in the control methods; and
Maintain inspection records and prepare reports as required.
Minimum Qualifications (Skills, Abilities, Knowledge, Education/Experience)
SKILLS/ABILITIES
Milk and Dairy Inspector I
Detect unsanitary conditions and public health hazards, and secure their correction through education, voluntary compliance or legal enforcement;
Work outdoors during inspections in a dairy environment;
Inspect milk tanks, water towers and collect samples;
Work with chlorine and other caustic cleaning solutions used in the sanitation of facilities;
Understand and interpret laws, rules and farm regulations;
Make inspections and detect violations of dairy and soft ice cream sanitation laws and regulations;
Work cooperatively with individuals and groups regarding regulations pertaining to milk and dairy products; and
Maintain records and prepare clear, concise letters and reports
Milk and Dairy Inspector II
Demonstrate ability with all Level I requirements plus:

Work with a high degree of independence exercising a broad scope of judgment and latitude;
Perform unusual and difficult research and analytical work;
Handle difficult investigations and take enforcement action; and
Handle difficult public contact situations and negotiate compliance points effectively.
KNOWLEDGE
Milk and Dairy Inspector I
Methods and procedures used in inspecting, investigating and correcting unsanitary conditions;
Principles and practices of production and processing of milk and soft ice cream;
State and local laws pertaining to the production and processing of milk and milk products; and
The various machines and equipment used in producing, handling and processing milk, dairy products and soft ice cream.
Milk and Dairy Inspector II
Demonstrate ability with all Level I requirements plus:
Specific principles and practices of public and environmental health.

EDUCATION/EXPERIENCE
Milk and Dairy Inspector I

Bachelor of Arts or Bachelor of Science degree with a major pertaining to dairy farms, milk products, food science, animal science or a related field. The coursework must meet the minimum standards and qualifications for certification as a Registered Dairy Inspector under the applicable provisions of State law; AND
Possession of a valid Registered Dairy Inspector certificate issued by the State of California Department of Food and Agriculture.
No experience is required; AND
Possess and maintain a valid California Driver’s License.
Milk and Dairy Inspector II
Level I requirements plus:
Three (3) years experience involving Milk and Dairy Inspection, equivalent to a Milk and Dairy Inspector I
Proof of education will be required for verification purposes at the time of application.
