The Program Manager for State & Local Advocacy serves on the Community Advocacy & Impact team whose job is to help REI, the nation’s largest consumer co-op, shape the future of the outdoors. Through national, regional and local advocacy, community investment and philanthropy, and employee and member engagement programs, the CAI team pursues impact-driven work that benefits both the business and communities the co-op serves. Contributing to this work, the Program Manager for State & Local Advocacy defines and executes the co-op’s public policy agenda regionally and locally, helps build and guide coalitions that advance that agenda, and facilitates the training and coordination of REI field staff who support policy advocacy around the country.
The Program Manager is responsible for engaging a growing community of decision-makers, industry partners, nonprofits, and internal and external stakeholders on a wide array of issues related to life outside. Specifically, the Program Manager will work closely with others on the CAI team to translate the co-op’s goals in the realms of climate change, outdoor equity and public lands into viable initiatives for state and local action. The successful candidate will work with nonprofit and industry partners that advocate on these topics in individual states and in the multistate domain. The Program Manager also will be responsible for building and maintaining an internal network of REI field personnel who can help represent the co-op on public policy topics before state and local governments, business associations, and coalitions (an ambassadors’ network).
The Program Manager must be an authentic, articulate, knowledgeable and enthusiastic advocate for the outdoors. As a spokesperson for the company, the successful candidate must be savvy in managing political relationships, partnerships and policy matters that can significantly impact the company’s reputation both with key decision-makers and in the public’s eye. We seek a creative self-starter with a record of successfully engaging stakeholders and driving meaningful change. The ideal candidate will have exceptional writing skills and public policy acumen; be able to respond to changing circumstances with agility and calm; and have good instincts for building relationships with and mentoring people from a variety of backgrounds. REI’s fleet of stores span 41 states, and outdoor issues inherently emerge at the national, state, and local levels. The Program Manager will collaborate with the co-op’s local store and marketing professionals – as well as with outposts of national and multistate partners – to create opportunities to advance our policy and systems-change goals wherever we have local presence.
Your Planning & Navigating Requirements (the plans the job is responsible for creating and executing, and how the job ensures they are implemented)
Work collaboratively to represent and execute REI’s state and local policy agenda. Represent REI as a lobbyist and key policy liaison at state and local levels. Develop and maintain relationships with national groups representing governors, state legislators, tribal entities, municipal officials and others to drive relevant policy work. Work with CAI’s federal advocacy team to connect national efforts to mutually reinforcing state and local opportunities.
Enable others at the co-op to engage in state and local advocacy. Help REI determine whether and how to engage in advocacy at the state and local levels by conducting research, collaborating with local REI staff, and working with trusted local partners. Respond to inquiries from field staff about REI’s policy point-of-view and approach on local topics relevant to our agenda. More broadly, inform REI stores, employees, co-op members, partners and more of REI’s stance on issues.
Build the outdoor sector’s advocacy infrastructure and capacity. Build and support state and multistate coalitions of other companies, trade associations, large nonprofits and similar organizations that are looking to advance policies related to a more inclusive outdoors, climate change, recreation funding, and more. Develop, and oversee, a state based community investment strategy to support the work of key partners.
Grow the co-op’s in-house state and local advocacy capacity. Build and maintain an employee network of “REI ambassadors” situated around the country who engage policymakers or advocate on policy topics. This includes designing a policy advocacy training curriculum, establishing an information-sharing and peer support cadence, and standing up a platform with tools and resources for the network.
Work with REI’s grassroots advocacy program – the Cooperative Action Network – to strategically deploy state, local, or regional grassroots action alerts. Collaborate with CAI teammates on locally relevant backgrounders, position statements, action alerts and related content to engage REI employees and members.
Share successes and challenges to foster collective learning. Track and regularly report on progress towards campaign goals and accomplishment of key tactics.

Bring your passion and expertise
Requirements
5+ years of experience in government engagement, policy analysis, political campaigns, community-organizing, advocacy, legislative work or related fields. Able to navigate complex government relations, business and community environments.
Demonstrated understanding of government agencies, Congress, state and local bodies, especially as they relate to the outdoors, environment or healthy lifestyles. Ability to manage multiple projects, timelines and budgets simultaneously.
Demonstrated success in establishing and leveraging partnerships. Must be able to develop and maintain good working relationships with internal departments and external contacts. Must be able to lead via soft skills.
Demonstrated success in interacting with nonprofits, for-profits and government agencies in identifying and achieving shared goals.
Exceptional writing and policy analysis skills; exceptional oral communications; strong instincts for building and conveying simple narratives from multiple data points; strategic thinker but not above taking on smallest of tasks.
Highly collaborative work style. Win-win attitude, empathetic, big-picture, while at the same time flexible, pragmatic and results oriented.
Comfortable with public speaking, both extemporaneous and prepared.
College degree, or equivalent training and experience.
Familiarity with public lands and/or environmental issues.
Experience in leveraging multiple communications channels for raising awareness among stakeholder groups.
Actively participates and collaborates with others on one’s own team and across REI for the achievement of business goals.
Flexible in one’s viewpoints and positions in order to support the direction taken by others at REI.
Uses business knowledge, innovative thinking and sound judgment in the solution of problems or the pursuit of business opportunities.

Preferred Qualifications
Outdoor industry and/or conservation experience.

As required by the Colorado Equal Pay Transparency Act, REI provides a range of minimum compensation for roles that may be hired in Colorado. Factors that may be used to determine your actual salary may include a wide array of factors, including: your specific skills and experience, geographic location or other relevant factors. The salary range for this position may be lower or higher in different markets.
$65,000 to $127,500 per year
