NOTICE: This position, upon approval, may work remotely and require occasional in-person work for training, meetings and other operational needs. Successful candidates must have and maintain internet at their remote location during normal working hours. Employees will have access to shared workspaces at an ODJFS location. Employees must reside in Ohio and within a reasonable distance to their assigned work location to respond to workplace reporting requirements.

Major Duties and Responsibilities:
Under direction, manages projects, with or without sub-projects, that covers all phases of project management with activities and responsibilities primarily within the Ohio Department of Job and Family Services (ODJFS), and whose primary stakeholders are management, staff, and/or end users: identifies and collaborates with stakeholders to understand their business needs;
All phases of project management:
i.e., integration management; scope management; time management; cost management; quality management; human resource management; communication management; risk management; procurement management
Establishes and maintains effective relationships;
Identifies opportunities for Office of Information Services (OIS) to align and add value to ODJFS services, products, and operations;
Builds project teams of relevant, technical colleagues to execute projects (e.g., business experts, requirements engineers, architects, security experts, legal experts, development experts, testing experts, deployment engineers, and operational support);
Solicits and coordinates with team members to build the project strategy and project plan (e.g., project phases, key tasks, resource assignments, and milestones) utilizing both waterfall and agile techniques;
Observes the project team’s performance and collaborates with OIS managers and specialists to ensure that policies, standards, quality, risk/information safety, and best practices are followed;
Identifies and manages changes that occur within projects (e.g., changes in scope, effort, cost, or delivery schedule);
Communicates project status clearly and effectively both verbally and in writing to all stakeholders, communicates/escalates disruptions, risks, issues, or challenges in an effective and timely manner to relevant audiences;
Observes and monitors the stable deployment of solutions; interacts with stakeholders to assess feedback and measure the acceptance of delivered solutions; seeks continual improvement in OIS and Portfolio Management Office (PMO) operations, policies, standards, and practices; seeks continual improvement in own skills, knowledge, and capability to innovate and add value.
Serves as agency representative for project in public forums (e.g., focus groups; other state agencies; county agencies); makes project presentations to educate/train end users.
Performs other related duties as assigned (e.g., participates in, and makes presentations at meetings, conferences, and/or workshops; consults with program/policy staff on developing new policies and/or procedures; operates personal computer to produce correspondence, reports, and other documents; maintains logs, records, and files).
Qualifications
The following are the minimum qualifications for this position. For further consideration, applicants must clearly identify how qualifications are met within the education and/or experience sections of the application.
The ideal candidate, at minimum, must have the following:
Option 1:
Successful completion of 2 yrs. post-secondary education majoring in business administration, public administration, computer science/information technology, social science, or health, with major being commensurate with project to be assigned;
AND
12 mos. exp. in budgeting & calculating cost projections of program/projects.
Option 2:
3 yrs. exp. in project management (i.e., management & development of project/program requirements, design, development, testing/pilot, training & full scale implementation), with experience to be commensurate with project/program &/or position description on file (e.g., specific human service program area, management information sciences, fiscal);
AND
12 mos. exp. in budgeting & calculating cost projections of program/projects.
Or
The equivalent of Minimum Class Qualifications for Employment noted above.
Major Worker Characteristics:
Knowledge of:
Public policy management or public administration; public finance; public budgeting; project management; life cycle methodologies; time management; matrix management; public relations;interviewing; market trends; supervisory/management techniques*
Skill in:
Operation of personal computer & applicable software (e.g., Gantt chart/project planning software, presentation software, spreadsheet applications)*.

Manage multiple demands or tasks on projects or programs; solve problems involving several variables in unique situations; review & evaluate project progress; develop & deliver presentations; communicate effectively on project information in a team setting.

Unless required by legislation or union contract, starting salary will be set at step 1 of the pay range (currently $37.02 per hour). If this position is filled internally, the wage rate will be determined in accordance with such.

Job duty, knowledge, skill, and ability statements at a lower level are understood to be able to be performed at any higher level.
May be placed on-call 24 hours a day, 7 days a week.
Required to carry and respond to pager/cellular phone as assigned.
Travel required, as needed. Must provide own transportation or, in order to operate a state vehicle, you must have a valid driver’s license.
