Job Description : STUDENT TRANSPORTATION SERVICES MANAGER

$7,080.00 per month (EM-03)

Office of Facilities and Operations – Student Transportation Branch

Summary:

This position is located at Office of Facilities and Operations, Student Transportation Branch. The primary purpose of this position is to assist the branch administrator with overseeing the field operations of the statewide Student Transportation Services Program.

This position participates in the development, administration, execution and modification of the program’s business management functions which includes budget planning, and execution, purchasing and procurement, fiscal and account record keeping, fixed assets and risk management, human resources management; ensures compliance with Departmental policies and procedures, and various State laws, rules, and regulations; manages technological systems, databases, platforms and provides recommendations for improvement; maintains and analyzes reports and documents; and serves as the business administrative program resource and liaison to the branch administrator.

Minimum Qualification Requirements:

Applicants must meet all the requirements for the position they are seeking as of the date of the application, unless otherwise specified. Unless specifically indicated, the required education and experience may not be gained concurrently.

Note: Calculation of experience is based on full-time, 40-hour workweeks. Part-time experience is pro-rated. Example: Twelve months of experience at 20 hours/week is equivalent to six months of experience, not one year. Also, hours worked in excess of 40 hours/week will not be credited. Example: Twelve months of experience at 60 hours/week is equivalent to one year of experience, not one and a half years.

To qualify, you must meet all of the following requirements:

Education Requirements:

Graduation from an accredited four-year college or university with a bachelor’s degree.

Excess work experience as described under the Specialized Experience below, or any other responsible administrative, professional or analytical work experience that provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted for the education requirement on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities.

The education or experience background must also demonstrate the ability to write clear and comprehensive reports and documents; read and interpret complex written material; and solve complex problems logically and systematically.

Experience Requirement:

Except for the substitution provided for below, applicants must have had progressively responsible experience of the kind, quality, and quantity described below or any equivalent combination of training and experience.

Specialized Experience:

Four (4) years of progressively responsible professional work experience which involved significant responsibility for performing and/or participating in the managerial aspects of a program or operation. Such experience must have involved participation in developing operational or administrative policies and procedures; preparing budget and expenditure plans; and/or evaluating and recommending operational or administrative improvements to meet program goals and objectives.

Of the four (4) years of specialized work experience required, at least two (2) years must have included significant responsibility in one or both of the following areas:

Administration of contracts which involved monitoring or evaluating the performance of contracted parties to ensure compliance with the terms and conditions stipulated in the contracts.

Administration of business functions which involved budget planning and execution, fiscal responsibilities and accounting, purchasing and procurement, fixed assets and risk management, and/or human resources management.

Supervisory Experience:

One (1) year of supervisory work experience which included: 1) Planning, organizing, assigning, scheduling, and directing the work of others; 2) reviewing their work and advising them on difficult problem areas; 3) training and developing subordinates; and 4) evaluating work performance.

Substitutions Allowed:

A master’s degree from an accredited college or university in business administration, transportation management, transportation engineering, or a related field may be substituted for one (1) year of Specialized Experience.

License Requirement:
