Job Description : MINIMUM TRAINING & EXPERIENCE
Bachelor’s Degree in planning, engineering, construction, management, business, public administration, economics, marketing, or a related field, and at least five (5) years of increasingly responsible experience in the administration and management of municipal programs and projects. Must possess a valid Florida’s Driver’s License and maintain an acceptable driving record.
Must possess the ability to achieve consensus in working with disparate parties; to understand, analyze and explain orally and/or in writing complex public policy issues; to understand, analyze and explain orally and/or in writing complex technical, financial and/or legal issues; to work in a highly complex environment with minimal guidance; to determine and engage internal and external resources quickly and effectively. Must possess highly effective communications skills including technical writing, grant writing, public presentations, etc.
EMERGENCY DECLARATION STATUS
Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident by incident basis, the employee’s Department Head will make the determination as to who will be required to work.
GENERAL STATEMENT OF JOB
Under limited supervision, responsible for special projects as assigned by the City Manager with a special focus on citywide sustainability. This position will require tactful coordination with the various City departments, and external agencies. Employee must exercise considerable initiative and independent judgment. Also requires responsive and courteous engagement with members of the public. Reports to the City Manager.
SPECIFIC DUTIES & RESPONSIBLITIES
ESSENTIAL JOB FUNCTIONS
Extensive coordination among City departments regarding special projects which have a citywide impact, to include but not limited to sustainability efforts, strategic planning, regional coordination as well as research and data-gathering, drafting of policies and plans, and other such tasks that provide support to the City Manager for the day-to-day administration and operations of the City.
Assist the City Manager in the areas of strategic planning, financial planning, reporting, budgeting, performance measurement and financial analysis as well as the development, documentation and communication of long-range plans, objectives, goals, and strategies of the City.
Conducts research, performs special studies, and provides professional consultation in the areas of process improvement, benchmarking, and performance measurement at the request of the City Manager. Champions and/or leads Lean Six Sigma methodology to achieve incremental improvement.
Serves as the staff liaison to the Sustainability Advisory Board and responsible for the management and implementation of the City Sustainability Plan.
May require extensive coordination among key stakeholders, such as landowners, businesses, and residents regarding City-led projects and initiatives as well as interactions with customers to address and resolve complaints and concerns.
May require periodic reporting to City Council, boards and committees, homeowners’ associations, residents and other parties.
ADDITIONAL JOB FUNCTIONS
Performs other duties as assigned. Responsible for maintaining a professional appearance and place customer service at the forefront of all interactions both internally and externally.

This position is General Exempt and is covered under Personnel Policies and the Administrative Code.

Health Insurance: Health care plan options include HDHP, OAPIN and OAP through Cigna.

Dental Insurance: Dental coverage is offered in three plans that include DHMO & PPO High/Low plans.

Vision Insurance: Vision coverage includes an annual eye exam, frames and lenses or contact lenses in lieu of eyeglasses.

Life Insurance: The City of Palm Bay provides each employee with life insurance in the amount of one time their annual base salary at no cost. Additional coverage is available at the employee’s cost up to the Guaranteed Issue amount of $250,000.

Dependent/Spouse Life Insurance: The City of Palm Bay provides each employee with dependent/spouse life insurance in the amount of $5,000 per dependent at no cost. Additional coverage is available at the employee’s cost.

Short Term Disability: Coverage pays 66 2/3% of employee’s annual base salary during a short-term disability period not to exceed 26 weeks.

Long Term Disability: Coverage pays 66 2/3% of employee’s salary at time of disability after a 180 consecutive day waiting period.

Defined Contribution Retirement Plan: City contributes a base of 3%. Employees may contribute up to 6% and the City will match the employees contribution.

Holidays: 10 holidays and 1 birthday holiday.

Paid Leave: Accrue 96 hours of vacation and sick leave per year. Accrued vacation hours increase after 10 years of service. Administrative leave for exempt employees – 48 hours per year.
