Job Description : Duties
The major duties of the Construction Control Representative, are as follows:
Overall project management responsibility for assigned projects from the preliminary identification stage through initiation, planning, execution and project closeout stages. Perform progress and final construction inspections checking in detail all phases of contract compliance with contract documents, identifies deficiencies and follows up to ensure correction of same.
Responsible for planning, organizing, controlling, coordinating, reviewing, and approving design, construction, and related work. Develop scopes of work, schedules, detailed fee estimates, contract criteria, and other pertinent documentation if professional design services from architecture and engineering (A/E) firms are required. Responsible for the planning, design, cost and schedule control, customer relationships, and use of resources and efforts of agency and construction contractor organizations.
Evaluate project objectives and recommends the preferable project delivery process procedures (contracting methods) for design and construction to the Contracting Office. Responsible for the planning, design, cost and schedule control, customer relationships, and use of resources and efforts of agency and construction contractor organizations. Develops cost estimates for projects and change orders. Evaluates contractors cost proposals and determines a fair and reasonable price for the work.
Conduct site investigations and communicates with the general contractor to insure the work complies to the contract, particularly with regards to quality, cost, schedule and safety.

Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency’s telework policy.
Serve a one year probationary period, if required.
Undergo and pass a background investigation (Tier 2 investigation level).
Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
Incumbent may be required to walk, bend, and be exposed to the environment and hazards of a construction site.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
The GS-11 base salary range starts at $56,983 per year. The locality pay will be added after selection.
To qualify for the GS-11, you must have at least one year of specialized experience equivalent to the GS-10 level or higher in the Federal service. Specialized experience equivalent to the GS-10 level is experience applying engineering methods and techniques and construction practices related to building systems (e.g. heating, ventilation, air conditioning, architectural finishes, electrical systems, fire protection systems, or plumbing systems, etc.); defining requirements with customers; assisting with the development of construction cost estimates; assisting or leading in the inspection of construction; and reading and interpreting engineering and architectural plans and specifications. Such experience must also include assisting with managing projects and/or large portions of projects (balance scope/quality, schedule and budget) requiring the services of multiple disciplines from project initiation phase through project closeout.
The GS-12 base salary range starts at $68,299 per year. The locality pay will be added after selection.
To qualify, at the GS-12: you must demonstrate one year of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience equivalent to the GS-11 level is experience applying engineering methods and techniques and construction practices related to building systems (e.g. heating, ventilation, air conditioning, architectural finishes, electrical systems, fire protection systems, or plumbing systems, etc.); defining requirements with customers; developing construction cost estimates; inspecting construction; administering construction contracts; and reading and interpreting engineering and architectural plans and specifications. Such experience must also include independently managing projects and/or large portions of projects (balance scope/quality, schedule and budget) requiring the services of multiple disciplines from project initiation phase through project closeout.

Ability to communicate effectively, both orally and in writing and sufficient to read and interpret plans and specifications, inspect construction practices and procedures; inspect materials.
Knowledge of contract administration, Federal Acquisition Regulations, procurement regulations, procedures, and practices.
Your answers to the questions will be used to place you in one of the following categories and standard score ranges:
Best Qualified = Candidates scoring between 95 – 100
Well Qualified = Candidates scoring between 85 – 94 (Well Qualified for CTAP/ICTAP)
Qualified = Candidates scoring between 70 – 84
