Job Description : Position Summary: The Philadelphia Department of Public Health (PDPH) COVID-19 Containment Division (CCD) is responding to the public health emergency of COVID-19 in Philadelphia. During the period of active COVID-19 transmission, PDPH is working continuously to detect new cases of COVID-19, identify sources of transmission, control spread and protect vulnerable populations. The primary approaches to achieve and maintain disease control include containment strategies (case investigation, contact tracing, social distancing), widespread testing, protection of vulnerable populations and vaccination. Throughout periods of containment, and eventual suppression and recovery, these approaches seek to maintain declining transmission levels and effectively manage outbreaks to prevent widespread transmission from occurring.The division emphasizes health equity to address disparities and protect vulnerablepopulations. Racial inequities in health occur most frequently in African Americans and other historically disadvantaged groups. African-Americans in particular suffer from higher rates of morbidity and mortality related to COVID -19. The COVID–19 Racial Equity Manager will be responsible for working together with internal and external stakeholders toward the goal of achieving equity. This work will include program evaluation and analyzing data to better understand the barriers to racial health equity; developing policies and programs to improve health outcomes and generating reports. The COVID – 19 Racial Equity Manager will also advance internal department culture towards diversity, equity and inclusion, and communicate those ideas to others.This position is full-time, Monday through Friday. The position is grant funded for one year at a minimum. Continuation of the position is subject to the status of the pandemic response.Duties and Responsibilities: Oversee a team of COVID-19 Equity program assistants and staff by providing team management and day-to-day guidance for staff performing a variety of activities.Demonstrate a commitment to equity both within and outside of COVID-19 Containment Division (CCD).Oversee the day-to-day management and ongoing support for racial equity, inclusion, and outreach activities.Create data-driven strategies to strengthen CCD DEI EffortsOversee the planning, implementation, and performance measurement of projects that identify and address racial disparities and other inequities.Evaluate programs and interpret data to inform policy decisions.Communicate the results of data analyses via reports and publications.Advance internal department culture towards diversity, equity, and inclusion by taking actionable steps to build a more diverse and inclusive workplace.Imbed equity, diversity and inclusion principles and values in CCD policies and employment practices.Measure and monitor CCD diversity, develop programs and practices that effectively increase diversity, and provide support to various groups within CCD.Establish equity and trust by crafting fair policies, implementing inclusion programs and applying objective hiring procedures.Establish mentorship programs that will prepare ethnically diverse staff for leadership opportunities.Liaise with the Health Justice Committee and other equity groups to implement equitable programs and initiatives.Skills Required: Excellent communication and organizational skills, and attention to detailAbility to interact appropriately and effectively with a wide range of personsCandidates should have strong critical thinking skills and excellent English language skills including language skills, including composition, grammar and public speakingComputer skills are necessary and should include the ability to access and navigate various databases and software programs following trainingEducation and Experience: Master’s degree required, preferably in public health or biologic/social science along with demonstrated interest in public health and/or epidemiology and previous experience with community engagement2 – 5 years experience directly managing staff in health-related fieldsEqual Opportunity Employment: PMHCC, Inc. is committed to equal opportunity.
