Role Summary
The Dangerous Goods Specialist manages and administers programs and processes involving the transportation of hazardous materials for Matson Navigation Company, Inc., its subsidiaries, and major outside contractors. Coordinates the development and management of Matson’s SQES hazardous materials training program for employees to ensure compliance with federal, state, local and international regulations. Manages the continuous improvement of hazmat processes. Acts as point of contact for questions regarding the transportation of hazardous materials for all Matson vessels, terminals and offices. Participates in the corrective action system to ensure hazardous materials procedures are current and properly followed.
Primary Duties & Responsibilities
Develop/revise hazardous materials procedures and monitor compliance. The incumbent will be an integral member of the team, which oversees the hazardous materials training program for Matson employees, and thereby requires extensive hazmat experience working with DOT and IMO regulations. Incumbent will be a member of the team managing Matson’s relationship with the National Cargo Bureau (NCB) and interface with US Coast Guard, DOT and other port state authorities regarding hazardous shipments.
Provide regulatory input and information to assist customer service representatives (CSR’s) with hazardous cargo related questions and issues. Perform frequent reviews of company procedures and implement improvements as required.
Support team management of the HAZMAT program, one of the main conduits of hazardous information into Matson systems and operations. Serve as the POC for HAZMAT between users and IT when issues arise. Further expand HAZMAT usage as project manager for the data entry.
Support the management of the HAZCAPTAIN computer program.
Manage hazmat data in On Base and provide data pulls when requested.
Migrate and manage responsibilities regarding OFAC to SQES. This includes MNC customers as well as all vendors and customers for all Matson companies.
Review and approve hazardous goods booking requests for cargo, ensuring full compliance with applicable laws and regulations. Responsible for resolving errors in container blocking and bracing and placarding utilizing contract resources.
Develop and provide required hazardous materials training for Matson employees and customers in order to maintain compliance with DOT and IMDG regulations.
Develop and monitor processes and procedures to ensure the proper flow of hazardous waste shipments Matson and Matson customers aboard Matson vessels, including the physical review and approval of manifests from Guam.
Provide direction and expertise to Matson personnel for special projects or issues related to the transportation of hazardous materials.
Assist in the development, implementation and maintenance of hazardous materials information guides for Matson employees and customers, including website development, to ensure regulatory compliance.
Perform additional tasks as required, including providing hazardous materials response guidance to Matson’s crisis management team.
Travel required to conduct training and make physical inspections of the offices of Matson and subsidiaries, and at terminal facilities.
Position is on call 24/7 for hazmat emergency response and support issues.
Technical Requirements/Competencies
Required certification by a recognized professional accrediting organization
Proficiency in OnBase
Able to learn and retain information of new software programs as needed in the position
Able to multi-task, such as speaking, listening, typing and searching for info within an application
Able to speak to provide direction and/or information as required by the role
May be required to commit long work hours when necessary to reach goals and/or deadline
Qualifications, Education, & Experience
Bachelor’s degree from 4-year college or university.
One to two years of related experience.
An in-depth knowledge and experience in the transportation industry.
Excellent communication and interpersonal skills and drive to exceed expectations.
