Job Description : TITLE: DIRECTOR OF PLANNING AND DEVELOPMENTDEPARTMENT: PLANNING AND DEVELOPMENTGENERAL SUMMARY: Under general direction, supervise Building Code Official,Building Code Inspector(s), Zoning Officer, and Administrative Assistant in the performance of job duties and responsibilities; coordinate and direct department projects and activities; meet with Planning Commission, Zoning Hearing Board and Board of Supervisors to present plans and recommendations; develop grant applications; prepare and administer department budget.ESSENTIAL DUTIES AND RESPONSIBILITIES:1. Provide direct supervision to Building Code Official, Building Code Inspector(s), Zoning Officer, and Administrative Assistant; review work, provide direction, interpret and communicate Township policy, lead department staff meetings, evaluate performance, recommend hiring, discipline and discharge.2. Work closely with the Township Engineer and Township Traffic Engineer to coordinate projects, provide feedback in plan review, and meet with developers or Township residents regarding projects.3. Coordinate and direct department projects and activities; facilitate exchange of information among persons involved with project inside and outside the organization; request input from various parties regarding plans or draft ordinances, evaluate needed changes and direct revision process; conduct staff/developer meetings or other meetings to finalize changes and resolve problems.4. Resolve land use issues in conjunction with management staff; oversee the review of land use plans to ensure compliance with adopted Township ordinances; prepare recommendations to reflect planning goals developed for Township, e.g. stormwater management, historical development, traffic flow, transportation grants; respond to inquiries and provide information to residents, engineers, architects, attorneys and county officials regarding Township planning issues.5. Provide leadership in the development of Township Ordinances; review re-zoning requests and draft ordinances; meet with Township Manager and management staff to review proposed changes; prepare comments and recommendations and submit to Township Planning Commission and Board of Supervisors. c. Submit recommended changes to the Township’s Adopted Comprehensive Plan and Official Map; to reflect changes recommended by the Township Planning Commission, Board of Supervisors, and the Lancaster County Planning Commission.6. Meet with Planning Commission, Zoning Hearing Board, and Board of Supervisors to present plans and recommendations; respond to questions and comments and ensure proper follow through on requests and official decisions.7. Develop grant recommendations and make application; e.g. apply for grants underHighway Improvements and Parks Plan or Comprehensive Recreation and Open Space Plan; analyze community need; apply for grant based on need; assist with negotiation for property; oversee sale, acquisition, and development of Township property.8. Oversee the Township’s Stormwater and MS4 projects and permits.9. Prepare budget recommendations for department; review previous year’s budget and expenditures, recommend changes; track department expenditures and submit purchase requests.JOB SPECIFICATIONS:*indicates developed after employmentEducation/Employment: Any combination of education and experience which indicates possession of the skills, knowledge and abilities listed below. An example of acceptable qualifications for this position is completion of Bachelors degree in Planning or Public Administration and related experience, including supervisory experience. AICP (American Institute of Certified Planners) certification is expected. Two years experience as a supervisor is preferred.Knowledge:Comprehensive knowledge of planning principles.Comprehensive knowledge of ordinances adopted by the Township.*Comprehensive knowledge of state laws governing land use.Comprehensive knowledge of stormwater and MS4 rules/regulations.Thorough knowledge of geographical features of Township.*Thorough knowledge of research techniques.Thorough knowledge of Township Policy and Procedure.*Thorough knowledge of supervisory practices and principles.Thorough knowledge of Geographic Information System software.Skills:Computer operation, including full range of office applications.Abilities:Ability to apply supervisory principles to solve practical, everyday problems.Ability to interpret plot development, zoning maps and various technical materials.Ability to communicate effectively in oral and written form.Ability to present facts and ideas in a clear and convincing fashion, appropriate for a particular audience.Ability to develop and maintain effective working relations with associates, county planning officials, local developers, residents, engineers, architects and attorneys.Ability to resolve conflicts in a tactful and diplomatic fashion.Ability to help callers identify problems and provide assistance within constraints.Ability to organize information and prepare lengthy documents detailing descriptive and technical data.Working Conditions:Work is performed in a normal office environment but may involve frequent interruptions. Work is generally performed alone, requires occasional field work to inspect sites and requires regular attendance at evening meetings.
