Job Description : POSITION SUMMARY: The Firearms Examiner will analyze, verify, report, testify, examine and conduct firearm examinations, bullet cartridge casing and shotgun shell comparisons, including the utilization of the National Integrated Ballistics Identification Network (NIBIN).POSITION RESPONSIBILITIES: Essential FunctionsWork with little or no supervision in the documentation and processing of ballistics evidenceEnsure that all documentation and processing of ballistics evidence is in accordance with the current Standard Operating Procedures (SOP)Prepare detailed operability reports for the CourtConduct microscopic examinations on projectiles and casings to relate or exclude a given firearm as the source firearmPrepare detailed narrative reports regarding all actions that occurred as the result of evidence submissionProvide expert testimony regarding the individualization of ballistic evidenceEstablish positive relationships among other Firearm Examiners to ensure collaboration and peer reviewCreate and maintain manuals for the ballistics section for ISO accreditationTake annual proficiency tests in firearms examination, serial number restoration, NIBIN entry, and other areas deemed necessary by the Lab DirectorPerform serial number restorations on firearmsAssist with submission into NIBINTest fire and examine all firearms submitted for NIBIN searchExamine and enter cartridges into NIBINVerify high value correlations from NIBINProvide guidance and training to other law enforcement agencies on relevant subject matter to ensure the best quality ballistics evidence is received in the labParticipate in public meetings and presentationsAttend training as directedProvide training and oversight to Firearms Examiner Trainees and others as directedPerform related work as requiredMINIMUM REQUIREMENTS: Education – 4-year BS/BA degree from an accredited college or university in the field of forensics, criminal justice, or other related field as well as completion of a 2-year Firearm Examiners program preferred.Experience – five (5) years experience with comparison of ballistic evidence, stereoscopic microscopes and specialty software preferred.Security – Must have a clear background to meet CJIS standardsExperience – Two (2) years experience with NIBIN and ISO accreditation preferred.MINIMUM PREFERRED SKILLS: Stereoscopic MicroscopyKnowledge of firearms comparisonsKnowledge and experience in testifying as an expert in a Court of Record regarding ballistics examinationsStrong analytical report writing skillsKnowledge of police investigative methodsKnowledge of the laws of the Commonwealth of Pennsylvania, Federal Statutes, local ordinances, and Rules of Criminal ProcedureKnowledge, skill and ability to conduct complex investigations and implement new and various investigative skills and techniques as situations warrant.Ability to maintain confidential information and handle confidential mattersAbility to work with various law enforcement agenciesAbility to provide presentations to the public and to law enforcement on various best practices in ballistic evidence examinationAbility to meet NIBIN proficienciesAbility to work on various teams and projects within the NIBIN infrastructureMS Office Suite (Word, Excel, Power Point and Outlook)Justice Trax LIMSPHYSICAL DEMANDS: Test firing handguns, shotguns and rifles at an outside range.Occasionally must lift equipment exceeding 25 lbs. and carry it over short distances, with a limited amount of bending, crouching, crawling and stretching.WORK ENVIRONMENT: Standard office/laboratory environmentMay require travel to satellite locations or crime scenesMay require some evening and weekend workMay require working beyond the typical 8-hour workday, with little or no prior noticeMay require work in outside locations classified as typically unhealthy or having environmental challengesThis position description serves as a guideline for communicating the essential functions and other information about the position to the applicant/employee.
