Duties and Responsibilities
Review, audit and approve small purchase procurement of goods, services and construction to ensure compliance with Federal, State, University, and RCUH policies and procedures before routing for Campus approvals.
Reviews various documents relating to procurement of goods and/or services of moderate complexity/scope to determine adequacy for intended use and/or recommends corrective measures and priorities.
Works with Departments and Programs to ensure accuracy and adequacy of procurement, including but not limited to, reviewing specifications to ensure compliance with University policies and justifications for selection of the method of procurement.
Provides general guidance, in accordance with University policies, on drafting specifications for procurement and options for informal solicitation for obtaining quotations for the procurement of goods and services.
Provides technical advice in the specialty area to management and personnel at many levels, and with supervisory guidance, recommends actions.
Serves as the Purchasing Card (P-Card) Department Coordinator and Campus Reconciler. Responsible for fiscal review and audit of all P-Card purchases. Ensures purchases are made in accordance with University, State and Federal policies and procedures.
Review, audit and approve travel documents for all funding sources in accordance with established policies, procedures and collective bargaining agreements.
Ensures proper and accurate inventory management and control. Responsible for annual review, approves acquisition, disposal and transfers to ensure accountability and accuracy in accordance with specific State and Federal guidelines.
Develops, coordinates, and conducts informal and formal training sessions for faculty/staff on small purchase procurement requirements and procedures by reviewing and updating instructions and procedures for completing, and submitting proper documents for specific requests.
Responsible for written and oral communications, exercising tact, diplomacy, and good judgment in relations with others.
Develops and/or presents to management and/or other personnel written and/or oral reports and/or recommendations.
Perform other related duties as required and/or assigned.
Minimum Qualifications
Possession of a baccalaureate degree in Business Administration or Public Administration and 0 year(s) of progressively responsible professional experience with responsibilities for financial or cost accounting; or equivalent education/training or experience.
Functional knowledge of principles, practices and techniques in asset, liability, revenue and expenditure accounting demonstrated by knowledge, understanding and ability to apply concepts, terminology.
Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with procurement.
Demonstrated ability to recognize problems, identify possible causes and resolve the full range problems that may commonly occur in the organization, management, and Business Office.
Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.
Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.
Demonstrated ability to operate a personal computer and apply word processing software.
Any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
Desirable Qualifications
Knowledge of and experience with KUALI Financial System.
Knowledge and experience with University, State and Federal procurement policies and guidelines.
