Job Description : Duties
This position is located within the USCG, SILC, CEU, Environmental Management Branch (EMB). The CEU EMB is responsible for a wide range of environmental compliance, environmental remediation/restoration, environmental liabilities, pollution prevention, environmental stewardship, environmental sustainability, and environmental planning activities and initiatives as well as the preservation of cultural, historical and natural resources as they apply to CG operations/mission execution and mission support activities.
Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:
Identifying unit compliance plan/program deficiencies and recommends options/strategies for improvements and enhancements as well as opportunities for implementation of best management practices.
Acting as a subject matter expert for a wide range of environmental programs encompassing environmental remediation/restoration and environmental liabilities, environmental compliance, environmental planning, and environmental sustainability.
Acting as environmental project manager for execution of projects for environmental restoration, compliance, planning and sustainability.
Conducting/participating in Environmental Compliance Evaluations (ECEs), hazardous materials and hazardous waste management surveys, assessments of Compliance Management Plans (CMPs) / Environmental Management System (EMS), compliance assistance visits, and similar environmental audits/assessments. Evaluates unit environmental programs for compliance with federal, state, and regional/local requirements and department/agency policies.
Monitoring developments in/changing environmental laws, regulations, executive orders and Departmental policies to determine Coast Guard requirements for compliance; develops/assists with development of implementation strategies, plans, processes and procedures.
Liaising with federal, state, tribal, county, municipal and similar agencies and officials on a wide variety of environmental program issues to ensure necessary project permitting, natural/cultural/historical impact assessments, development of MOAs/MOUs and similar documents, and all National Environmental Policy Act (NEPA) documentation is accomplished in an appropriate and timely manner to avoid/prevent impact to planned execution schedules and established project timelines.
Conducting and participating in ECEs, hazardous materials and hazardous waste management surveys, assessments of CMPs / EMS, compliance assistance visits, and similar environmental audits/assessments. Evaluates unit environmental programs for compliance with federal, state, and regional/local requirements and department/agency policies

The position requires a valid state driver’s license.
Must be able to obtain and maintain COR certification
Must be able to obtain and maintain a CG issued NEPA Warrant.
Must be able to obtain and maintain an OSHA 40 hour certification
This position may require occasional overtime work.

Qualifications
This is an Interdisciplinary position to be filled and classified to the series represented by a candidate that meets the qualifications and may be filled as any of the following: Natural Resources Management/Bioogist OR Physical Scientist.
Basic Requirements Qualifications for General Natural Resources Management and Biological Sciences Series, 0401:
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
2. Combination of education and experience: Courses equivalent to a major, as shown in 1 above, plus appropriate experience or additional education.
Basic Requirements Qualifications for Physical Scientist Series, GS-1301:
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
2. Combination of education and experience: education equivalent to one of the majors shown in 1 above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Additional Requirements for ALL Job Series:
In addition to meeting the basic requirements for either series, you must have at least one full year of specialized experience comparable in difficulty and responsibility to the next lower grade level.
GS 11-Applicants must possess at least one year of specialized experience equivalent to the GS-09 level in the Federal service. Examples of specialized experience include:
Participating in environmental audits and site assessments to ensure compliance to environmental laws and regulations;
Participating in the review of environmental impacts that could result from construction or engineering projects /designs;
Applying environmental standards, methods, and practices to assure full implementation of environmental laws, regulations or policy;
Collecting, compiling, analyzing, and reporting environmental compliance and safety data;
Providing analysis on environmental impacts that could result from construction or engineering projects /designs;
GS-12 – Applicants must possess at least one year of specialized experience equivalent to the GS-11 level in the Federal service. Examples of specialized experience include:
Evaluating environmental programs for compliance with federal, state, and regional/local requirements and department/agency policies;
Conducting environmental audits and site assessments to ensure compliance to environmental laws and regulations;
Applying environmental standards, methods, and practices to assure full implementation of the NEPA and other environmental laws, regulations or policy;
Provide recommendations on environmental impact statements, studies and other pertinent documents;
Evaluating potential environmental impacts that could result from construction or engineering projects /designs;
Collecting, compiling, analyzing, and reporting environmental compliance and safety data;
Developing and organizing policy guidance to manage organizational environmental planning, environmental compliance, remediation and liabilities, and sustainment/environmental stewardship programs.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
