Job Description : Duties
The successful candidate provides expert level advice to management in the areas of facility management, asset management, and physical security. Serves as a trouble-shooter, providing authoritative advice and guidance on problems not susceptible to treatment by accepted methods; recommendations and decisions are characterized by breadth and importance. Develops a wide range of asset management, real estate and facility management and physical security policies, procedures, and techniques. Applies subject matter expertise involving asset management, real estate and facility management and physical security concepts, laws, analytic and diagnostic methods to address substantive technical issues or problems characterized by complex, controversial, and/or sensitive matters that contain several inter-related issues.

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant’s ability to acquire the particular knowledge and skills needed to perform the duties of the position. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate’s education and professional experience.

This position is being advertised at the Journey Band level, equivalent to a GS-11 – GS-13. The salary range for this position is $74,950.00 – $138,868.00. The salary figures include locality pay.

Please note that the duties and responsibilities associated with this position may vary based upon the agency’s needs at the time of hire. The following description of major duties and responsibilities is only intended to give applicants a general overview of the expectations.

Develops and implements facilities programs to provide occupant comfort, such as utilization, climatization, cleanliness of workspace, and preventative maintenance in existing agency facilities.
Manages Facilities helpdesk ticket requests for timely response to customer requests; coordinates with customer for additional information, classifies requests based on priority, coordinates with peers and managers to address requests, tracks and updates status of requests and provides customer feedback to ensure transparent updates on status.
Performs review of repair and alteration (R&A) requests and proposals for both planned and unplanned work and develops the preliminary scope of work needed to be performed and the appropriate channels to address the work identified (i.e., reviews plans/diagrams/pictures, contacts POC for additional details, conducts site visits and develops preliminary scope).
Works with project specialist to develop drawings and procurement specifications that serve as the basis of contractual documents.
Develops and evaluates cost estimates to validate the costs of a project and provides recommendations to justify the award of a contract. Prepares justification documents and secures funding for various projects.
Performs coordination efforts for Repair and Alteration (R&A) projects. Creates, implements, and monitors project schedules to ensure timely execution and completion.
Facilitates, oversees, and coordinates R&A projects valued at less than $50,000.
Serves as a subject matter expert to managers, contractors and others involved in building R&A projects.
Verifies work is completed successfully and in compliance with OIG requirements.
Prepares and monitors budget expenditures associated to operational funds allocated to facilities management. Provides historical data for proposed Fiscal Year budgets including rent, capital expenditures, furniture purchases, and repairs.
Performs analysis, interpretation, and preparation of required reports such as real property inventory, facility failure trends, project budgets, and construction project status reports.
Collaborates with USPS Facilities to fully resolve lease billing discrepancies and contracting disputes.
Performs the full range of contract administration duties as a Contracting Officers Representative (COR) per OIG requirements.

Qualifications
MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.
Bachelor’s Degree from an accredited college or university
AND
Must have at least 4 years of specialized experience with the management of asset and facility resources that include supply management, Cherwell database and Help Desk ticketing system, electronic Facilities Management System (eFMS), Facilities Single Source Provider (FSSP) application and the Velocity badge control application.
AND
Must have knowledge of facilities, supply, inventory, and mail management programs, policies, and procedures.

EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.

Ability to communicate orally and in writing to prepare, review, and provide rationale for recommendations, justifications, policies, and procedures.
