Job Description : Job Announcement
Plans, develops, implements, manages, and evaluates outcome-based recreational activities, education programs, community service projects, volunteers’ programs, health and wellness programs, and special events for youth, families, adults, and senior populations, to address identified trends, needs, and interests. Works as a member of the regional team to implement county-wide projects and activity strategies focused on obtaining specific outcomes for youth, families, and older adults/seniors, and reducing at risk behavior by working collaboratively with multiple public and private human services agencies. Hires, trains and supervises center staff and volunteers. Responds to inquiries, maintains records and writes correspondence. Writes monthly reports and budgets. Completes other administrative duties. Manages the facility and obtains equipment and supplies. Manages the facility scheduling and operations. Obtains equipment and supplies; and executes programs policies, procedures, marketing, and program calendars. Conducts outreach and recruitment to connect youth and families to programs and services. Support community outreach by assisting in the development of partnerships with community, non-profit, and faith-based organizations. Coordinates volunteer and community support.
Engages community and resident leaders to develop responses to changing needs using a place-based and population-based approach. Works closely with leadership to coordinate a shared vision, actionable strategies, and support a framework for the county’s engagement of community members. Promotes a high performing organization that ensure the work is directly connected to the department and the human services system priorities and outcome areas. Supports and promotes equity-based programs and practices that address needs and equitable access to opportunities to enhance well-being and community inclusion.
Other duties as assigned based upon agency and county needs may include:
Ensuring best practices and protocols are followed by staff through training and assessment of work.
Completing and maintaining participant-related documents (assessment, service plan, progress notations) and adhering to agency’s policies regarding information contained within the documents.
Participating in interdisciplinary human service planning teams;
Working with other human service agencies to provide appropriate intervention strategies;
Coordinating with health, social services, legal, financial, and housing professionals to arrange and conduct special programs.
The successful candidate will have the following knowledge and abilities:
Knowledge of the principles and practices of parks and recreation center operations, maintenance, and management;
Knowledge of group work methods and activity facilitation;
Knowledge of financial management controls relating to budgeting and accounting of expenditures;
Ability to manage a large complex operation with extensive capital equipment, property value, and inventory;
Ability to motivate and supervise staff;
Ability to schedule, coordinate, and prioritize the work of a diverse group of employees;
Ability to evaluate employees’ performance against comprehensive performance standards;
Ability to prepare clear, concise financial and administrative reports;
Ability to analyze programs and procedures and to evaluate their performance against established objectives;
Ability to prepare and adhere to budgets;
Ability to use a personal computer, applicable software, and peripheral equipment;
Ability to develop and implement effective management practices;
Ability to develop and implement staff training programs;
Ability to plan, develop, and administer recreation programs and community service activities to meet the special needs of at-risk populations and communities;
Ability to maintain effective relationships with staff, citizen groups, and the public;
Ability to work independently using sound judgment in the execution of the position’s duties. If assigned to teen/senior positions:
Knowledge of the various theories of human development;
Knowledge of youth-related risk factors and early identification criteria. If assigned to therapeutic recreation positions:
Knowledge of the various theories of human development;
Knowledge of the principles and practices of therapeutic recreation and disability issues;

Location: This position is located at the Huntington Community Center at 5751 Liberty Drive, Alexandria, VA.

Illustrative Duties
General Duties
Conducts program and service delivery evaluations using a variety of tools;
Identifies deficiencies and recommends alternative strategies as needed and incorporates viable suggestions into programming;
Develops and maintains community and corporate partnerships;
Writes grant proposals to obtain needed services, funds, equipment, or facilities;
Develops and implements community outreach plans to target underserved populations;
Develops, prepares, and submits an annual budget;
Monitors revenues and expenses and reconciles revenue/expense reports;
Adheres to revenue and expense limits and to departmental goals and objectives;
Evaluates data from daily operations and compiles administrative reports documenting attendance and service delivery for use in developing future programming;
Completes regular inspections and safety assessments, maintains a hazard and drug-free environment, documents issues to identify risk areas, and recommends improvements;
Ensures that agency programs, facilities, and personnel meet all standards for certifications and licenses related to the area of assignments;
Analyzes and ensures accountability of center inventory;
Authorizes the purchase of supplies and equipment;
Conducts inspections to ensure that the housekeeping, cleanliness, and maintenance of the facility are acceptable and meet quality standards;
Develops and implements guidelines for the security and protection of a site against fire, vandalism, and other damage;
Ensures compliance with federal, state, and county safety and health standards and operational procedures;
Acquires and posts all current certificates, licenses, permits, and operating requirements;
Compiles and retains operational and safety records and complies with federal, state and county safety standards;
Enforces operating policies and procedures, evaluates their effectiveness and recommends changes;
Coordinates efforts to optimize revenue production and/or customer satisfaction;
Promotes diverse center participation of persons from various cultural, educational, and economic backgrounds;
Makes arrangements for the use/maintenance of agency vehicles, facilities, and equipment;
Recruits, trains, supervises, and schedules volunteers and subordinate staff to assist in various aspects of programming including mentoring, instruction, and program aides;
Develops and disseminates material to publicize and market activities at the assigned location.
Operations
Supervises the noon meal service, including logistics, special meal requests, nutritional requirements, proper storage of food, and collection of fees.
Programming
Schedules, plans, organizes, supervises, and evaluates a diverse selection of leisure activities such as after-school programs, character education activities, family activities, community outings, hobby enrichment classes, leisure counseling and education, aquatics, camps, fitness, and therapeutic activity interventions;
Develops activity plans and process instructions for a variety of selected activities with input from staff, community members, and volunteers;
Develops, implements and evaluates workout programs and exercise routines for all age groups;
Plans and evaluates unique programs for fitness camps, seniors, persons with physical disabilities, and special events with assistance from personal trainers as needed;
Coordinates with health, social services, legal, financial, housing professionals and other local organizations to arrange and conduct special programs.
Employment Standards
MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor’s degree in recreation and park management, therapeutic recreation, or other closely related field; plus two years of progressively responsible experience in park or recreation services related work, as applicable to the position.
CERTIFICATES AND LICENSES REQUIRED:
Valid driver’s license.
Food Handler Certification (within 3 months of hire)
CPR, First Aid and AED certifications (within 3 months of hire)
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background, Child Protective Services Registry, and driving record check to the satisfaction of the employer.
This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)
All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs will still be subject to the weekly testing requirement. PREFERRED QUALIFICATIONS:
Master’s degree in recreation, sociology, social work, public health, public administration or related field.
Certification by the National Council for Therapeutic Recreation as a Therapeutic Recreation Specialist or eligibility for certification within one year.
Certified Activity Director.
Experience with the following: community-based recreation programming; community and/or senior center operations and prevention oriented programs for youth and older adults; community-based recreation programming for individuals with disabilities; supervising recreation employees; conducting outreach and programming to diverse cultures; outcome-based recreation programming; working with self-directed teams; managing multiple programs and projects; coordinating volunteer programs and services; and developing partnerships, sponsorships or collaborative programs and services with public and private agencies.
PHYSICAL REQUIREMENTS:
Position is active in nature. Ability to monitor and observe the activities of program participants. Regularly moves about or positions self to supervise and interact with participants at their level. Ability to lift, transport, position, push/pull or move up to 50 pounds. Must be sufficiently mobile and possess a range of motion to perform repetitive standing, walking, balancing, stooping, bending, crouching, crawling, sitting on the floor, reaching, squatting, kneeling, and twisting. Ability to react quickly to the physical actions of program participant. Administrative and supervisory activities will require ability to operate keyboard-driven equipment. Ability to communicate verbally and in writing. Sufficiently mobile to attend meetings at various locations and make presentations to county staff and community. All duties performed with or without reasonable accommodations.
