The City of Monroe is currently recruiting for a Parks Supervisor. This position will provide overall supervision and direction to the park maintenance and operations division of the Parks & Recreation Department, including operations supervision, contract management and project coordination. Ensure the provision of safe, aesthetically pleasing and usable parks and recreation facilities for public use. Under the direction of the Parks & Recreation Director, develop and implement Parks Maintenance and Operations Management Plan for the City of Monroe. Position is open until filled. First review of applications March 25, 2022. Teamsters Local 763 position. Job Responsibilities
~ Provide overall supervision to the parks maintenance and operations division of the Parks & Recreation Department.
~ Develop and implement regularly scheduled routine, reactive and preventative park maintenance programs; develop and implement maintenance and operation support for scheduled and coordinated recreation programs and special events.
~ Develop and implement a Parks Maintenance and Operations Management Plan. Plan will create policy, procedure, parks standards for the management and maintenance of current and future City park space.
~ Manage all operations maintenance staff and contracts. Recruit, select, supervise and evaluate staff and contracted work; provide direction, ensure resolution of problems, set priorities and provides support to the department in decision-making.
~ Supervise the parks maintenance and operations budget; ensure fiscally sound annual and special budget recommendations to meet division objectives.
~ Work closely with other Parks and Recreation personnel in the development of comprehensive planning and growth of the Department. Provides input on relevant issues of administrative policy and practice.
~ Provide technical expertise and leadership in the parks maintenance and operations area; provide expertise in solving complex maintenance, system and parks problems.
~ Assist with, performs or directs complicated park projects or repairs.
~ Participates as an active member of the Department planning team in the review of proposed land acquisitions, development and renovation projects to determine future maintenance needs.
~ Work with other appropriate personnel in other divisions and departments regarding long and short-term programs and operations; communicate with other jurisdictions and departments on issues or common interests.
~ Prepare and conduct oral and written employee performance evaluations. Recognize superior job performance. Effect correction in undesirable trends in performance consistent with established City policy.
~ Recognize that you are providing essential services and that you represent the City of Monroe when dealing with the general public. Be polite, courteous, and cooperative when interacting with the internal and external customers of the City of Monroe.
~ Report to work ready to perform your job effectively and efficiently. Regular and reliable attendance is an essential job function.
~ Take responsibility for your job performance. Perform all job duties within the standards set forth for your position and notify your supervisor when backlogs or unexpected work may result in a delay in completing essential tasks.
~ Maintain awareness of State and Federal safety requirements, monitor operations to assure a safe working environment, provide for necessary safety training (along with Risk Manager), and supervise health testing (hearing, first aide, CPR, spray licensing, etc.)
~ Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
~ Establish and maintain a working environment conducive to positive morale, individual style, quality, creativity and teamwork. Keep others informed of work issues and programs by maintaining quality communications, display initiative to resolve problems and capitalize on opportunities in the job and maintain a work environment supporting fair and equal treatment of employees within Equal Employment Opportunity guidelines.
~ Perform such other duties as the Parks and Recreation Director may direct. Knowledge, Skills and Abilities
Parks Supervisor KSAs – ~ Thorough knowledge of equipment, materials and supplies used in landscaping and the practices of parks maintenance; knowledge of equipment and supplies used to do repairs.
~ Knowledge of the proper and safe techniques of landscaping and parks maintenance; knowledge of first aid and applicable safety precautions; knowledge of safe use of pesticides and other landscaping chemicals.
~ Knowledge in horticultural practices, the principles and practices of natural resource programs and open space management.
~ Knowledge of arborist practices and principles.
~ Ability to create and administer a comprehensive Parks Maintenance and Operations Management Program and develop, interpret and communicate policies and procedures.
~ Ability to establish effective working relationships; ability to enforce standards and regulations with tact and diplomacy.
~ Ability to organize, analyze, interpret and evaluate problems and provide practical, cost effective solutions; ability to communicate effectively with customers, co-workers, contractors and the general public.
~ Ability to plan and monitor the work and activities of self and those you supervise; ability to plan, organize and monitor activities according to priorities, established schedules and deadlines.
~ Ability to provide leadership, counsel, motivation and constructive performance reviews to staff and contractors, securing their respective commitments to the project”s goals.
~ Ability to coordinate various activities and projects with changing priorities, coordinate equipment use, schedule repairs and maintain records while ensuring efficient and effective utilization of personnel, materials, facilities, and time.
~ Knowledge of City code and ordinances concerning trees and other vegetation. Minimum Qualifications
~ High school diploma or GED equivalent. Graduation from an accredited two-year college or university with an appropriate degree in resource management, landscaping or related field is desired.
~ Valid Washington State Driver”s License
~ Four or more years experience in park maintenance operations or related field including supervisory and/or lead-worker experience.
~ Or any equivalent combination of education, experience and training that provides the required knowledge, skills and abilities. Job Advertisement
