Position : Project Manager III- Zero Youth Detention
Job Description : Summary
Project Manager III- Zero Youth Detention Regional Approach (classification: Project/Program Manager III), Zero Youth Detention (ZYD) supports the overall mission of ZYD and works with internal and external stakeholders to help develop, implement and monitor the delivery of comprehensive Juvenile Justice Transformation, Violence Intervention, Prevention and Community Restoration efforts including all programs and collaborations within the ZYD department’s purview.
Position Description: The Project Manager is an adaptive leader and forming relationships built on trust, transparency and meaningful engagement with the public is critical to the overall success of the Zero Youth Detention mission. This leader is committed to racial equity and positive experiences for internal and external stakeholders.
This leader supports public outreach, education and information sharing and designs and manages thoughtful strategies and partnerships for building bridges of trust on behalf of historically marginalized youth and families.
Result: this leader’s work supports the operations of community-based services for youth and families that are transformative and result in reduced exposure to gun violence, legal system involvement and improved life course outcomes.
Reports to: Director, Zero Youth Detention Public Health- Seattle & King County.
Accountable to: ZYD Core Team, Office of the Director of Public Health Seattle and King County, Violence Prevention/Intervention/Restoration program directors
Communicates with: ZYD Staff/Core Team, Internal Stakeholders, Community Partners, Communications team as appropriate

Job Duties
General:
Acts on behalf of and represents priorities and interests of ZYD and serves on a variety of cross functional, departmental and/or jurisdictional teams
Serves as a core team member of all ZYD projects as needed
Collaborates with appropriate partners/systems that create upstream prevention and intervention opportunities (schools, law enforcement, Behavioral Health, child welfare)
Supports all efforts of the Regional Peacekeepers Collective
Supports members of the JJESC to ensure that the committee is fully constituted, well-run, productive and effective
Supports development of a Youth JJESC and community councils as appropriate
Other duties as assigned
Capacity Building:
Establishes and maintains procedures, methods, timelines and priorities for community outreach, reflecting broad equity and social justice principles
Collaborates as appropriate to create opportunities for upstream prevention and intervention (schools, law enforcement, behavioral health, child welfare)
Prepares and facilitates internal and external meetings as needed
Partner Contracts & Monitoring:
Partner contracting:
Helps to identify key partners
Negotiates services
On-boards partners
Provides on-going process/program delivery oversight and support to partners
Partner Contract Monitoring:
Creates and maintains system to monitor partner contracts
Ensures timely program measurement and reporting
Maintains continuous quality improvement and evaluation plans
Administrative and Data Management:
Supports/executes administrative tasks as assigned
Supports and helps ensure partner reporting is on time
Helps to aggregate relevant research within the fields of juvenile justice, criminal justice, violence prevention, and youth development
Participates in organizational strategies/structural activities
Experience, Qualifications, Knowledge, Skills
Working knowledge and understanding of the juvenile justice system and root causes of gun violence
Strong understanding on the impacts of race on the juvenile justice system, obtained through working, lived or educational experience
Working knowledge of Restorative Framework and restorative justice practice
Demonstrated commitment to equity, social and racial justice
Knowledge and experience in community-based work
Demonstrated skills in creating and maintaining collaborative relationships with diverse range of stakeholders including schools, law enforcement, juvenile justice system, community-based agencies, etc.
Understanding of Public Health approach to juvenile justice system reform and gun violence prevention
Knowledge of systems and community agencies that are working to prevent youth violence and create pathways to healing
Demonstrated ability to move strategies into action
Flexibility, ability to prioritize, and experience working on multiple tasks efficiently and effectively
Ability to work independently and as a member of a team
Strong analytical and problem-solving skills
Excellent written and verbal communication skills.
Excellent organizational skills

The selected candidate will be required to pass a thorough background investigation.

Employees are required to adhere to OSHA/WISHA guidelines including but not limited to completing required training on time.
Work location: This work will be performed via telecommuting, and will eventually be shifted to working onsite at the Chinook Building- located at 401 5th Ave in Seattle.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

The individual selected for this opportunity will be joining an innovative and progressive team. Work schedule: The normal work schedule for this position is Monday through Friday, 40 hours per week, 1.0 FTE. This position is not subject to the Fair Labor Standards Act and is not overtime eligible.
