Position : VETERANS SERVICE OFFICER
Job Description : General DescriptionAdvises and assists veterans and dependents in matters pertaining to rights and benefits of various State and Federal Statutes.Essential Job FunctionsEssential functions are fundamental job duties. They do not include marginal tasks which are also performed but are incidental to the primary functions. Personal characteristics required of all employees such as honesty, industry, sobriety and the ability to get along with others, are presumed qualities and may not be listed specifically.*Directs personnel functions of the department (i.e., selection, assignment, evaluation, scheduling, interviewing, hiring and discipline).Plans, develops and implements department operating budget, and monitors costs and expenditures.Assists military or retired veterans and/or their dependents in obtaining benefits.Assists veterans and/or dependents in filing claims for compensation, aid and attendance allowances, pensions, insurance and educational benefits.Counsels with doctors and other individuals relative to furnishing official affidavits and evidence for individual claimants.Conducts interviews to assist veteran and/or their dependents with specific problems.Reviews claim information.Prepares briefs of cases to be certified to the Veterans Appeals Board.Maintains communication with the community; prepares and presents talks to county departments, the Board of County Commissioners and civil groups on Veterans Affairs.Attends conferences and conventions related to Veterans Affairs.Interacts with the public in an effective and courteous manner.Must demonstrate commitment to our mission, vision, values and goals and represent the County in a professional, dignified manner at all times both in actions and appearance.May have a role in the County’s disaster preparation and/or disaster recovery efforts, as designated in the County Comprehensive Emergency Management Plan; may be required to work before, during and/or after an emergency.Must be able to meet minimum attendance standards.Performs related duties as required.ESSENTIAL PHYSICAL, VISUAL AND COMMUNICATION SKILLS: The physical requirements are that of sedentary work and include exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Walking and standing are required occasionally. Requires fingering to include picking, pinching, typing or otherwise working primarily with fingers rather than with the whole hand as in handling. Requires repetitive motion of the wrists, hands and/or fingers. Required to operate a motor vehicle to meet with veterans and dependents offsite, conduct community outreach and attend conferences.Requires close visual acuity to perform an activity such as: preparing and analyzing data and figures. Transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes.Requires the expression or exchange of ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to others accurately, loudly or quickly. Requires perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication and to make the discriminations in sound.ENVIRONMENTAL CONDITIONS: The work environment involves moderate risks or discomforts that require special safety precautions and/or is exposed to one or more disagreeable conditions such as irate customers, outdoor weather conditions, excessive noise, extreme temperatures, odor, dust, etc. at least 25% but less than 50% of the work time.REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of laws and regulations pertaining to veterans benefits and standard policies for processing claims under appropriate laws; offices established for purposes of providing assistance to veterans, including Veterans Affairs, veterans organizations and various state and local offices; state laws pertaining to marriage and divorce.Required to operate a personal computer and word processing program. Requires creative and business proofreading, editing, writing and research; verbal communication; public speaking.Required to understand legal and medical terminology; compile, organize and evaluate data; interpret various state and federal statutes dealing with Veterans Affairs and social services; establish and maintain effective working relationship with veterans, dependents, civil groups, governmental agencies, employees and the public.Minimum & Preferred QualificationsAssociate Degree from an accredited university, college or community college; supplemented by two (2) years administrative experience; supervisory lead experience preferred; OR a four-year high school diploma or its educational equivalent; supplemented by four (4) years administrative experience; supervisory lead experience preferred. Requires a minimum of two (2) years of experience counseling, interview or assisting veterans, their survivors or dependents.Must be a veteran who served as a member of the Armed Forces of the United States during a period of war, as defined in Title 38, U.S.C.; who served at least 18 months’ active duty in the Armed Forces; and who was separated from such service under honorable conditions, or the surviving spouse of any such veteran. Any honorably discharged wartime veteran who was so discharged for service-connected or aggravated medical reasons before serving 18 months of active duty; who completed a tour of duty other than active duty for training, regardless of the length of the tour; or who satisfied his or her military obligation in a manner other than active duty for training or reserve duty.LICENSURE AND/OR CERTIFICATIONS: Requires a valid driver license at the date of hire and maintain said license while employed in this position.
