The Department of Economic Security, Division of Employment and Rehabilitation Services (DERS) performs an integral role in improving Arizona’s workforce by assisting individuals who are unemployed or underemployed, and those with barriers, to prepare for and obtain meaningful employment. DERS supports Arizona employers with recruitment assistance by connecting them to a skilled workforce.

We are seeking an experienced and highly motivated individual to join our team as a Workforce Specialist with the Reemployment Services and Eligibility Assessment (RESEA). This position is responsible for providing a full spectrum of employment services to include staff-assisted and case managed services. These services are provided to job seekers through one on one or group interactions and will include virtual/digital or telephonic means and/or in-person means. Employment services provided may be for multiple programs within the Administration.

All work, including remote work, should be performed within Arizona, unless an exception is properly authorized in advance.

Job Duties:
Provide a full spectrum of staff-assisted Employment Services which include one-on-one, group instruction, and case management services.Utilize multiple technology-based platforms that interface directly with job seekers such as: Google Meet, Zoom, email, telephone and standard office equipment to interview participants, elicit information, assess skills, knowledge, ability, work history and interest while maintaining client confidentiality.Utilize processes such as those used in AMS and other performance information to develop, maintain and sustain a data-driven approach to quality assurance and quality improvement.
Use Arizona Job Connection (AJC), complete and maintain accurate records and reports for performance and reporting requirements in accordance with quality and quantity standards mandated by various laws, rules and federal regulations.Conduct and document employment retention follow-up and provide as needed job retention referrals.
Complete and maintain accurate records and reports including attendance records, case notes, and client progress.Evaluate and filter data to identify trends and best practices.Engage in the Arizona Management System (AMS) such as: standard work, scorecards, visual management, problem solving, huddle board, accountability boards and participate in huddles and reflection meetings.
Meet or exceed individual or program performance requirements/expectations.Develop and maintain a professional working relationship with program staff, management, and community partners.
Participate by providing updates to local workforce areas and offices. May have responsibility for serving as an expert to performing lead tasks and responsibilities.Other duties as assigned as related to the position.

Knowledge, Skills & Abilities (KSAs):
Knowledge of Federal and State Employment service laws, regulations, policies and procedures.Working knowledge of social, cultural and economic conditions of the area(s) served and specialized program knowledge in relation to employment and trainings; Employer community and its personnel needs, special needs to minority groups and disadvantaged persons.Knowledge of employment service and local office policies and procedures.Knowledge of interviewing techniques; Knowledge of occupations, occupational requirements and impact of requirements.Knowledge of resources and support services in the community.Knowledge of Google Workspace.Interviewing skills, verbal, written and interpersonal communication skills.Public speaking and presentation skills.Problem resolution skills, decision making skills, customer service skills, researching and interpreting policies and procedures.Ability to resolve problem related issues; Establish and maintain effective working relationships.Ability to be comfortable with changing or uncertain environments.Ability to remain professional, calm and adapt communication style with diverse customer needs or customers that are frustrated.Ability to process information using a variety of data entry and computer systems.

Selective Preference(s):
Two years public contact and customer service work experience.

Pre-Employment Requirements:
High School Diploma or equivalent.Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.
Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.The position will require a current, valid Arizona Driver’s License. Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) and have an acceptable driving record in accordance with DES Fleet Management-Safety Program policy and procedures (DES 1-07-26 & DES 1-07-26-01). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.

Critical Services Premium Pay Stipend – This position may be eligible to receive a temporary stipend of 10% in addition to base pay beginning in December 2021. If eligible, the temporary stipend amount will be calculated using the employee’s base rate of pay and will be reflected in each paycheck. It is anticipated that this temporary stipend will be available through June 24, 2022.

Retirement:
State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
