Job Description : APPLICATIONS ONLY ACCEPTED AT: https://www.governmentjobs.com/careers/franklinpud JOB SUMMARY: The Administrative Assistant is responsible for the disclosure of District records, records management support, and a variety of highly skilled administrative and technical support functions for the department and provides organizational and process improvement assistance to streamline internal and external projects.JOB DUTIES AND RESPONSIBILITIES: 1. Under the direction of the Public Records Officer, initiate, organize and complete searches for responsive records. Review responsive records for exemptions and apply redactions prior to release. Maintain a public records request tracking system to certify timely response, document information released, redactions applied and exemptions made in compliance with the Public Records Act.2. Assist with the District’s records management program, troubleshoot potential problems, and make recommendations for process improvements or efficiencies of records management program. Provide transmittal, migration, reformatting and disposition of agency records to the State Archives to ensure compliance with state law.3. Remain current with policies and procedures for implementation of a paper and electronic records management and preservation system, including records inventory and indexing consistent with State law and retention schedules.4. Assist with developing and providing on-going consultation, training and direction to all departments on the requirements of the Public Records Act and records retention policies and procedures. Maintain knowledge of case law and legislative changes regarding records management and public records requests.5. Assists the District’s legal counsel in establishing and maintaining legal holds and collects records in response to litigation and discovery requests.6. Facilitate the development of filing systems, retention and disposal schedules, and maintains these systems to meet all administrative, legal and financial requirements. Work closely with the Information Technology department to retain, produce and dispose of electronic records. Maintain related documentation for destruction of records.7. Prepare board agenda items, resolutions, Key Performance Indicators and warrant registers. In the absence of the Supervisor of Executive Administration or others, prepares and disseminates board packets and attends Board of Commission meetings to record proceedings, accurately develops minutes and other documents for Commission signatures.8. Responsible for the petty cash fund of the administrative building, for issuing petty cash to employees, and balancing and replenishing funds.9. Create requisitions for the department and others as needed following established purchasing policies and procedures.10. Verify weekly Accounts Payable/Refund checks and Electronic Funds Transfers.11. Professional behavior: Understand and follow District/supervisor expectations regarding professional appearance, attendance, punctuality, scheduled and unscheduled time off, and appropriate use of District time, equipment, and resources. Maintain a record of attendance and availability necessary to provide adequate support to the department.12. An equivalent combination of education and experience that would provide necessary knowledge, skills and abilities to successfully perform the essential functions of the job may be substituted.Knowledge, skills and abilities: Thorough understanding of documentation, effective verbal and written communication, exercises independent judgement and critical thinking. Ability to master word processing and electronic spreadsheet programs in a Windows environment. Must have a thorough understanding of records management systems. Ability to problem solve and reconcile cash funds.Work Schedule: Availability during normal business hours is required (Monday – Friday, 8:00 am – 5:00 pm). Infrequent overtime may occur on an as-needed basis and must be pre-approved.Work Location: Work is performed in a hybrid environment both on-site and remotely (2-3 days per week), and is subject to change based on business needs.Responsibility for confidential matters: Handles complex, confidential, and sensitive information and must be able to do so with tact, discretion and confidentiality.Responsibility for accuracy and effect of errors: Maintains a high level of accuracy. Errors may result in non-compliance consequences and may have a financial impact on the District.Responsibility for getting along with others: Has contact with customers, District departments, Commissioners, and other utilities. Must maintain a positive relationship with these entities.Pressure of work: Pressure may occur in meeting workload schedules, in prioritizing tasks and assignments and coordinating activities.
