Job Description : Job Announcement
Works as part of the Human Resources team as a highly motivated human resource para-professional. Provides oversight and direction in all areas of human resources administrative operational support to a high performing public health department consisting of over 900 employees. Under general supervision, supervises and coordinates the day-to-day activities of a team of HR Administrative staff (AA IVs) support services. Assesses workload to ensure adequate staffing coverage, equitable distribution of the work, and makes adjustments accordingly. Manages all facets of payroll, onboarding, file management and general human resources administrative processes. Serves as the payroll subject matter expert and provides guidance to agency staff, supervisors and managers regarding general HR-related matters and ensures consistency with county and departmental policies and procedures. Using county FOCUS, HRIS systems and other information technology tools, conducts research and compiles data to create complex routine and non- routine reports. Creates, formats, and proofreads documents/letters/memos/forms/reports/databases using Microsoft Office. Creates and develops Excel spreadsheets, agency forms, PowerPoint presentations. Develops and maintains databases and spreadsheets to track personnel information. Works on special projects as assigned.

Note: The assigned functional areas of the position are human resources administration and/or general administrative support.

Knowledge of county policies within functional area of responsibility. This may include knowledge of an outside institution, dissimilar operational unit within the county or the basic principles and methods of a professional field.
Executive Assistance
Thorough knowledge of the executive/work unit head’s program/area and of county administration and organization.
Ability to maintain confidentiality and be sensitive to political issues.
Knowledge and sensitivity to issues, priorities, protocol, etc.
Math Skills
Basic math skills.
PC Skills
Intermediate skills in the use of applicable Microsoft Office Suite software;
Intermediate skills in the use of agency specific software applications.
Communication
Ability to communicate well through written and oral means;
Ability to speak in front of a group.
Information Abilities
Ability to gather, integrate, and analyze complex data.
Interpersonal Abilities
Ability to establish and maintain effective working relationships with both external and internal contacts.
Purchasing and Accounting
Ability to perform data entry into Purchasing/Logistics Enterprise Resource Planning systems and/or Financial Enterprise Resource Planning systems in at least eight functions.
Personnel and Payroll
Ability to perform all human Capital Management Enterprise Resource Planning system functions.
Employment Standards
MINIMUM QUALIFICATIONS:
Any combination of education, experience and training equivalent to high school graduation and four years of experience providing administrative support in the assigned functional area(s).

CERTIFICATES AND LICENSES REQUIRED:
Driver’s license (required)
Cardiopulmonary Resuscitation – CPR (required within 60 days)
AED (required within 60 days)
PREFERRED QUALIFICATIONS:
Four or more years of progressively responsible experience and knowledge administering payroll requirements, onboarding and HR best practices.
Work independently and in a team environment, use critical thinking skills, possess strong decision-making and organizational skills and the ability to troubleshoot issues and problems with limited supervision.
Ideal candidate is self-motivated, a team player, and has the ability to multi-task.
Ability to adapt to rapid changes in a fast-paced environment; efficiently plan, prioritize and implement workload activities for self and others.
Demonstrates clear and concise oral and written communication skills.
Excellent customer service skills with the ability to interact in a friendly, service-oriented and professional manner with internal and external customers.
Must have the ability to establish and maintain effective working relationships.
Preferred candidate will have at least one year of supervisory experience of paraprofessional staff or have demonstrated work experience monitoring and directing the work of others.
Expert proficiency in the use of Microsoft Office computer software applications, including Outlook, Excel, Word and PowerPoint. Experience with SharePoint, a plus.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check, a child protective services check, a sanction screening and a driving records check.
All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs will still be subject to the weekly testing requirement. PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, and job requires walking, standing, sitting (for long periods of time), and kneeling, reaching, bending, climbing stairs; uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor. Ability to operate keyboard driven equipment and computer. Ability to drive a motor vehicle. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Employee may be required to lift or carry up to 25 lbs. occasionally. Generally works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting. All duties performed with or without reasonable accommodations.
