The mission of the State Auditor’s Office (SAO) is to provide Washingtonians with independent examinations of how state and local governments use public funds, and to develop strategies to make government more efficient and effective. Our audits look at financial information and compliance with laws on the part of all state agencies and local governments. In addition to these traditional audits, we also perform special investigations of fraud and whistleblower cases and conduct performance audits to identify improvement opportunities for state and local governments. In all, our office issues more than 2,000 audit and investigation reports each year. We tell the story of government in Washington.

SAO has a data analytics team that supports the auditors and investigators by obtaining and processing the data they need for their work. Our analytics team works with a wide variety of different types of data from more than 1,500 different clients, including state agencies, cities, counties, colleges and universities, school districts, and utility districts. This includes financial data, program data, and various audit-specific datasets. The datasets vary in size from a few thousand records to many millions of records. The analytics team develops automated processes to obtain and import data from the clients, assess the validity of the datasets, and then builds interfaces for the auditors to interact with the data.

SAO is now looking to hire a data scientist to expand the capabilities of its analytics function with a greater use of math and statistical models.
Duties
OVERVIEW OF THE DATA SCIENTIST POSITION
The Data Scientist is a new position within SAO’s data analytics function. They will be responsible for establishing and developing a program that draws on their analytical, statistical, and programming skills to collect, analyze, and interpret a wide variety of large data sets to support SAO’s audit teams. The scientist will work with a wide variety of internal stakeholders, including auditors, investigators, and data analysts to identify opportunities to use analytics to address audit issues, including identifying meaningful risk areas for financial, federal, accountability, and performance audits. The scientist will utilize a variety of data analysis methods and tools, such as statistical models, mathematical algorithms, simulation models, and data visualization tools to parse large data sets and address the auditor’s needs.

ESSENTIAL FUNCTIONS
The Data Scientist is responsible for:
Data Modeling-The Data Scientist develops and implements custom data models and algorithms to identify risk areas for SAO’s audit teams.
Internal Stakeholder Communications – The Data Scientist works with stakeholders throughout SAO to understand their data needs, identify opportunities to leverage the agency’s audit data to meet those needs, build appropriate analytic tools, and clearly communicate the results.
Data Visualization – The Data Scientist uses data visualization tools to create data dashboards and data stories for SAO auditors.
External Data Science Research – The Data Scientist proactively engages with the greater data science and audit communities to stay current on a new tools and analytic approaches that could be used in support of SAO audits.
Data Manipulation – Extracts, transforms, and loads datasets as needed to support data models.
Qualifications
A master’s degree or PhD in statistics, mathematics, economics, computer science, or another quantitative field, or a data science certification is required. At least two years of experience of applied work that involves manipulating data sets and building statistical models is also required. Experience in government auditing is preferred.
