The individual in this role is responsible for sustaining productive and meaningful partnerships that align with and advance organizational objectives and strategy.Essential duties and responsibilitiesMust be able to perform the physical, mental, and environmental requirements of the job’s essential functions with or without accommodations.Public affairs and strategic partnershipsServes as the Platte River’s contact, spokesperson, ambassador and facilitator for governmental affairs both internally and externally and coordinates activities with various community and governmental agenciesEngages policy makers, develops policy materials, establishes contacts to increase awareness, builds and leads coalitions with partner communities, NGO’s, businesses and interest groups on issues of common concernIn collaboration with internal subject matter experts and attorneys: monitors, researches, evaluates, tracks and analyzes the impacts of proposed laws and regulations, state legislation, regulatory and policy initiativesIn concert with senior management, establishes the overall governmental policy and public relations strategy and works closely with other senior executives in its planning and executionExecutes corrective legislative and regulatory strategiesManages contract lobbyistsBuilds productive partnerships with diverse array of stakeholders in numerous public, private and educational arenasCoordinates legislative, advocacy and other efforts such as advancing initiatives to strengthen K-12 systems, as well as the development of public policy prioritiesProtects and enhances Platte River’s public image and visibility; increases collaboration and communication among diverse audiences and constituencies; and, develops strategiesSpotlights the progress and impacts of the organization and its leadership through proactive, compelling messagingOwner community partnershipsForges strong connections with Platte River’s internal and outside partners, including owner community elected officials and community stakeholders, and sustains relationships to facilitate short and long-term business strategies of the organizationRepresents Platte River with the board of directors, municipalities and other stakeholder groups or interested partiesIdentifies and strengthens community partnerships and leads the development and implementation of governmental/public affairs strategies in collaboration with othersCommunicates utility industry trends, Platte River strategic plan and intent, and key operational issues as well as ensures stakeholder input is gathered, shared internally, and consideredRepresents Platte River with various chambers of commerce and advocacy groupsCoordinates closely with owner community team members and municipal staff to assist in initiatives and activities that support strategiesResponds to inquiries from state officials, working with appropriate internal and owner community staff to address issues and support owner community priorities and policiesOrganizational leadershipDevelops relationships, understands needs, advises, establishes expectations and ensures outcomes with internal stakeholders and the senior leadership team (SLT)Provides direction, guidance, sets expectations and ensures outcomes regarding issues and trends that affect the strategic direction of Platte RiverWorks with corporate functions and business units to contribute to and to advocate for proactive policy positionsLeads and participates in key organizational initiativesAnticipates risk, exposure, impacts and necessary responses for organizational challenges and crisis situationsAssists with the resolution of technical, organizational and political conflict through effective issues managementAssists and provides strategic counseling to senior leaders and managers regarding communications aspects of their respective positionsContributes to the development of budgets and shares strategic budget objectives with stakeholdersOther functionsLeverages Platte River’s relationships and participates in various associations and organizations such as APPA and LPPCOversees special projects as assigned by the GM/CEOPerforms other duties as assignedThis is a supervisory position with 2 direct reports and a span of control of 16. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.Knowledge, skills and abilitiesThe following are required: In-depth knowledge of utility industry trends including state and federal regulatory requirementsUnderstanding of public policy issues at state and federal levelsExperience in building and maintaining relationships with elected officials and partnersHigh level of understanding of utility operations, programs and service offeringsExcellent organizational skills, critical thinking and persuasive communicationAbility to interface effectively with government officials, media, special interest groups, employees and community partnersAbility to develop strong, collaborative relationships with peers and employees, and display leadership skills and executive presenceDemonstrated commitment to quality and continuous improvementDemonstrated leadership skills to include the development of effective work teams, building and maintaining strong interpersonal relationships, and presenting a professional leadership image in all situationsDemonstrated strategic innovative thinker with strong interpersonal skills and collaborative styleAbility to lead and influence others, plan and manage changeDemonstrated ability to effectively facilitate various stakeholder input processes and achieve informed consentAbility to effectively balance day to day operations with long term planning, and to prioritize competing demandsSolid knowledge of business practices, project management, strategic planning and financial principles and budgeting practicesMinimum qualificationsBachelor’s degree in engineering, business, journalism or related field from an accredited, four-year college or university10 years of experience in public policy work, communications, government affairs or similar field5 years of experience in an electric utility industry environmentPreferred qualificationsMaster’s degree in engineering, business, journalism or related fieldBi-weekly salary for position: $6,247 – $8,453 (placement DOQ)(range, if annualized: $162,440 – $219,772)This position will remain posted until filled.Platte River Power Authority offers employees an outstanding benefits package.
