Job Description : Grant Management Specialist Position DescriptionThe Grant Management Specialist position is in The Office of Local Defense Community Cooperation. The Office of Local Defense Community Cooperation enables States and local communities to undertake critical force multiplying civilian activities that enhance the readiness and resilience of the Department’s assets, and furthers the collaboration and alliances required to sustain our people installations, and missions at the local level. OLDCC develops, sustains, and employs the expertise, experience, and tools required to assist and leverage resources, strengths, and capabilities of States and local communicates in concert with other Federal Agencies to support Department of Defense mission requirements established by the President, Secretary of Defense, Military Departments, and Congress.The Office of Local Defense Community Cooperation is a Field Activity within the Department of Defense and provides technical and financial assistance to states and communities that are invested in the defense mission. Office of Local Defense Community Cooperation assistance supports the readiness and resiliency of both defense installations and defense communities, a priority for the country’s National Defense Strategy.With headquarters in Arlington, Virginia and the Western Regional Office in Sacramento, California, the Office of Local Defense Community Cooperation employs an interdisciplinary staff that helps states and communities support the National Security Strategy by achieving economic resiliency and agility in the face of shifting Department of Defense priorities. This is done by engaging with state and community leaders, the Military Services, and other Federal agencies to develop strategies around positive economic growth; support nearby civilian use adjustments; and ensure the balance of community growth to enhance the readiness, resiliency and sustainability of installations and in support of the military mission.Key Duties and Responsibilities include: · As needed, serves as liaison between OLDCC, applicant organizations, and grantee organizations.· Utilize Federal and DoD grant websites to monitor the submission of competitive applications.· Performs the role of Grants Management Specialist in OLDCC’s electronic grants management system.· As needed, works with IT Support to learn new workflow processes, and resolve trouble tickets.· Conducts risk assessment and business review of applicant. Review, analyze and evaluate grant application packages for compliance with Federal and DoD grant regulations, memorandums, and policy. Provide comprehensive recommendations when compliance concerns are identified.· Complete compliance review of an application in 7 or less business days.· Attend Technical Review Committee (TRC) meetings utilizing grants management system to create and maintain TRC meeting action items/minutes.· Process grant related activities, awards, and amendments using appropriate templates.· Ensure applicable terms and conditions are clearly annotated and defined.· Issues award notification to grantee.· Ensures receipt of ratified award document and coordinates ratification with Agency budget office. Monitors the status of the obligation of Federal funds.· Completes submission of award data to Federal government and DoD websites.· Collaborate with grantee and/or project manager throughout the life cycle of the grant award and funding to ensure proper and appropriate use of funds and recommend grant activities to ensure compliance.· Participate in audit testing and implementing corrective action plans.· Review and approve financial reports submitted by Grantees. Verifies accuracy of financial report through the review of the ratified award document(s), approved amendments, Defense Financial System of Record payment ledger, and terms and conditions. Ensures OLDCC’s electronic grants management system agrees with the Defense Financial System of Record payment ledger.· Perform final review of completed awards.· Prepares and submits closeout letter.· As needed, coordinate with OLDCC Project Managers and staff as needed to ensure Congressional notifications of grant award are correctly timed with release of the award. Deliver signed grant award notification letters to Pentagon courier office for distribution to appropriate member of Congress.· As needed, provide training, technical assistance, oversight, ethics advice, expertise, and consultation to program officials, grantees, review panels, applicants, recipients, and sub-recipients.· As needed, make recommendations to OLDCC staff regarding process improvement and internal grant administration.· As needed, engaging in the annual Standard Operating Procedure revision process as related to grants administration.· As needed, review SOP for grants administration, terms and conditions, user guides, and other documentation for both internal OLDCC staff and OLDCC grantees.· Support the Compliance team in the design, development, implementation, and interpretation of grants/assistance management policies, procedures, and practices.· Will attend weekly staff meetings.Key Skills and Abilities: · Self-starter; ability to work independently or in a collaborative environment.· Able to prioritize multiple projects simultaneously.· Understanding of organizational dynamics and Federal internal and external communications protocols.· Excellent presentation and written/verbal communication skills in support of administrative requirements.· Exhibits good judgment, an understanding of risk factors, and discretion when dealing with sensitive topics.· Ability to travel 10% of the work year.Required Education and Experience· A Bachelor’s Degree is required.· A Certification in Federal Grants Management (that is no more than 6 years old) by a relevant accrediting body (e.g. NGMA, MCI, GPCI, etc.), and training on the OMB 2 CFR 200 Regulation (per the new guidance of the Office of Management and Budget (OMB) that went into effect on December 26, 2014) are strongly preferred.· Experience in reviewing federal grant applications (SF 424), Payment Requests (SF 270), and Federal Financial Form (SF 425) is strongly preferred. A minimum 3 years of experience processing federal grants is strongly preferred.· Demonstrated knowledge of grants/assistance management processes and techniques consistent with sound business and industry practices; and financial methods, procedures, and practices to assess the financial stability of recipient of Federal grants or cooperative agreements is strongly preferred.· Experience reviewing and making recommendations to federal grants and cooperative agreements is strongly preferred. More than 3 years’ experience is preferred.· Ability to provide independent analyses, advice, and recommendations on grants and cooperative agreements is strongly preferred.· Ability to collaborate as part of several teams and ensure completion of other’s work product is required.· Ability to record notes during official review meetings to be included in the official grant record is required. Experience with Office of Management and Budget Guidance for Grants and Agreements· (2 CPR, Part 200) is strongly preferred.· Experience with Federal Grant Regulations is strongly preferred.
