Job Duties

The mission of the Ohio Department of Mental Health and Addiction Services (OhioMHAS) is to provide statewide leadership of a high-quality mental health and addiction prevention, treatment and recovery system that is effective and valued by all Ohioans.

Provides specialized clerical & review support related to Medicare Part B program: searches records, gathers & organizes information, summarizes & inputs data from Physician & Psychologist services forms into Patient Care System (PCS) computer; checks service forms for accuracy, clarifies discrepancies; places completed service forms into designated files; assists other HIT2 Billing Specialist with clerical activities (e.g., sorts service forms, pulls/refiles medical records for review, obtains signatures & data for form completion, routes forms as directed, collects data regarding services & maintains (places documents to be stored in alpha order) storage files
Performs daily specialized tasks related to Medicare Part A admissions & processing: creates files for each new admission; prepares pre-certification letter & forward to physician, tracking certification process, places Medicare sticker on unit chart; prepares Medicare exhausted letter & notifies patient as needed; prepares active care letter as needed; routes letters to Central Office, patients & files; calls insurance companies & Veterans Administration for pre-certification of new admissions; tracks Medicare days; documents Medicare days for quarterly split billing. Monitors external Interrupted Stay process for Medicare Part A billing purposes & external care bill processing for internal payment & addition to applicable Medicare Part A bills.

Compiles medical record reports & legal material & files in unit charts on daily basis: purges unit chart reports as needed/scheduled; files purged material into main record; files discharged medical record reports/legal material on regular basis (minimum weekly); Addressograph forms/reports; places blank forms on chart as needed; removes completed forms, Addressograph & places blank forms on the unit chart for Medicare Part B Physician services; retrieves records from files of those patients with previous admissions & maintains them in designated area until discharge; assists (e.g., explains documents & entries, indicates where to find information) those reviewing previous or active records; retrieves charts for studies/reviews & files them back to proper filing area; distributes the unit’s treatment teach schedules by mail &/or fax. Compiles medical records charts & inputs information into the Hospital’s Information System (Patient Care System-PCS): assembles discharged unit charts into approved discharged filing order; places discharged reports into permanent chart folder; analyzes the assembled charts for medical record deficiencies (missing reports, needed signatures) ; notifies appropriate parties to complete their charts; charts are to be completed (closed out) within 30 days of discharge; completes discharge processing log; disseminates aftercare information & database entry for reporting purposes; inputs/updates diagnosis, demographic information, updates to physician & social worker, case manager changes, discharge/aftercare information into PCS; prints reports from PCS for the medical record & for mailings/faxing to aftercare agencies.
Covers admission office & unit duties as directed. Back-up HIT2 for insurance & Medicaid certification. Process admissions & all paperwork, logs, property/valuables. Backup duties (Kosar & TBMFU), Medicaid pre-certification daily census report, record assembly & analysis & filing.

Qualifications
Completion of health information technology or health information administration program offered by technical school or university/college which would qualify applicant for accreditation as registered health information administrator (RHIA) or registered health information technician (RHIT). If curriculum did not include training in pharmacology, applicants must also have 1 course in pharmacology. Completion of 90 hr. national association of practical nurses educational services may be substituted for 1 course in pharmacology.
Knowledge of health information technology or health information administration program; JCAH & Medicare/Medicaid regulations governing medical record keeping; laws governing confidentiality of patient information; medical terminology. Skill in use of typewriter & calculator. Ability to deal with problems involving few variables within familiar context; write routine business letters, evaluations or records following standard procedures; write meaningful, concise & accurate reports; proofread medical records & reports & recognize errors & missing information; gather, collate & classify information about data, people or things.

The final applicant must complete a background check and successfully pass a drug test as a condition of employment.
