Job Description : Payroll Specialist Give children a head start!Community Partnership for Child Development (CPCD) provides more than 1,800 children living in poverty or challenged by special circumstances with an early childhood education through Head Start, Early Head Start and the Colorado Preschool Program. But we aren’t just a free preschool. Our additional health, dental and family support services ensure that children enrolled in our programs are ready to succeed in school and life!The Staff Accountant is responsible for agency payroll function, including bi-weekly processing, training, enforcement of HR policies and interaction with external payroll vendor.QUALIFICATIONS:Required:Associates degree in Accounting, Business or Finance related field. Successful and relevant work experience in Payroll or Accounting may be accepted in lieu of a degree (two years of experience substitute for one year of education and four years of experience substitute for two years of education).At least two years of payroll experience on computer accounting systems, ADP preferred.Reliable, honest, organized, accurate and detail-oriented.Good written and verbal communication skills, as well as good knowledge of Excel and accounting software (Sage MIP).Must successfully complete a physical examination, drug screen and TB screening. In accordance with the Head Start Performance Standards, must be fully vaccinated for Covid-19 unless accommodation/exemption is granted.Must have access to reliable transportation to perform job functions and maintain minimum vehicle liability insurance of $100K/$300K if private vehicle is used.ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES: Receives time cards, electronic data from ADP, verifies accuracy of time computations and propriety of approvals.Inputs bi-weekly payroll data into the payroll system. Maintains and updates payroll data changes; records information received from the Human Resources Department via Payroll Action Forms.Reviews payroll system generated reports for accuracy; inputs payroll adjustments; and monitors entire payroll processing function.Tracks and records employees Medical Leave, Annual Leave, Vacation, and Personal Days and process monthly accruals.Reviews for accuracy federal and state payroll tax deposits and assures all deposits are made in a timely manner by the ADP Payroll Services.Reviews for accuracy and distribution of W-2 forms to employees in a timely manner and ensure electronic data have been submitted to both federal and state governments in a timely manner.Maintains appropriate employee payroll deductions for medical insurance, dental insurance, 401(k), United Way, and wage garnishments and other deductions.Responsible for accuracy of monthly group insurance premium payments. Maintains and updates employee group insurance withholding worksheets to track employee health, dental, vision, AFLAC insurance deductions and reconciling the balance to general ledger account balances. Research and corrects, as needed, account discrepancies. Assures supporting documentation is property attached with payment and proper account numbers are assigned.Prepares various payroll reports for management analysis such as personnel cost, step increases, retroactive COLA worksheets.Maintains records of master payroll information.Assist Human Resources with the administration of the cafeteria plan.Review the following documents, forms and reports prepared by ADP Payroll Services and ensure that they are completed accurately and submitted to the proper state and federal agencies in a timely manner: Form 941 (quarterly), Form CU2-1 (quarterly), W-2 Form, W-3 State Tax withholding Annual Return (end of year).Assist with end-of-year financial audit and 401(k)/retirement plan audit.Prepare 401(k) employee retirement payroll withholding report to appropriate financial investment companies after each payroll.Assists Finance Manager with implementation, maintenance and administration of timekeeping system (ADP).Additional Benefits: Full-time employees receive a competitive benefits package including access to medical, dental and vision insurance, flexible spending accounts and a 401(k) program.
