Actual hiring range: $67,000 – $70,000 annually.

This position is responsible for interviewing and conducting investigations of offenders cited into Lakewood Municipal Court. Makes sentencing recommendations to the Court; considering public safety while doing so. Determines eligibility of deferred judgment or probation. Tracks and monitors offenders’ court ordered terms and conditions of probation, deferred judgment, case reviews and jail reviews. Works with a range of offenders to include low-risk and high-risk. Intervenes in crisis situations and refers offenders and families to a variety of resources and services. Depending on job assignment, case work focus will be on adult (mostly domestic violence) or juvenile cases. Maintains accurate offender records.
Major Tasks, Duties, and Responsibilities

ESSENTIAL FUNCTIONS
Conducts interviews and investigations with court ordered offenders and families.
Prepares written reports to Judges for sentencing of offenders and must consider public safety when recommendations are made.
Assesses individuals and behavior through interviews and investigation to determine appropriate sanctions, consequences and services for defendants.
Works directly with Prosecutor’s Office in plea-bargain agreements and sentencing.
Keeps records of each offender and updates as necessary.
Monitors progress of offenders’ terms and conditions.
Ability to manage a high case load
Researches violations of offenders.
Issues contempt citations, affidavits, motions to revoke and warrants.
Recommends jail, detentions, work release, weekend work crew and electronic monitoring as types of confinement.
Intervenes in crisis situations involving suicide, domestic violence, runaways and other similar types of crisis situations.
Find applicable resources for offenders.
Facilitates probation intervention and educational programs with offenders and families.
Assists in developing new processes and procedures as new laws and sentencing requirements are enacted by City Council, State Legislature or other governing bodies.
Testifies in court for recommendations and sentencing hearings.
Determines offender eligibility for grant funding, reduced fees and services
Monitors payments of fees, fines and restitution payments.
Researches past criminal history and records using various databases.
Makes official authorizations in the name of the court and probation division.
Responds to correspondences including jail reconsideration, requests to vacate restraining orders, victim issues, mental health providers, counselors, etc.
Must be able to interact with others in a positive manner.
Requires regular and prompt attendance.
Completes and scores risk assessments.
This position may be responsible for supervising a specialized caseload which can include adult Domestic Violence (DV) Offenders, prostitutes, high risk juvenile offenders or youth with diagnosed mental health issues.
This position may be required to work outside traditionally established municipal court hours in order to supervise specialized programming in collaboration with the Lakewood Police Department in conducting community visits to assessed high and very high-risk youth.

IMPORTANT FUNCTIONS
Testifies in Court as necessary.
Notifies Court Marshals when fugitives appear and reports problems or concerns immediately to the Court Marshals.
Interprets and follows through on Judge’s orders and City Attorney recommendations.
Prepares, maintains and insures the integrity of the probation records.
Maintains a safe work environment and demonstrates awareness of and monitors surroundings.
Assists administrative staff when requested and/or when they are short on personnel.
Performs other duties as assigned.

ORGANIZATIONAL RELATIONSHIPS
Supervision Received
Receives general supervision of Chief Probation Officer.
Follows proper chain of command when conducting day-to-day operations.

Essential Qualifications
Education
Bachelor’s degree from an accredited college or university required (preferably in Criminal Justice or Social Sciences).

Experience
Two years of experience in the criminal justice system dealing with at-risk populations, juveniles, domestic violence perpetrators and victims.
Must have experience working in high-pressure environment with extensive public contact.
Working knowledge of offender services and community treatment options.
Working knowledge of the Colorado Domestic Violence Standards is preferred.
Familiarity with computers and various PC software tools is desirable.
Experience as a probation officer, case manager or in law enforcement is preferred.

Licensure / registration / Certification
Valid Driver’s license and good motor vehicle driving record strongly preferred.

Knowledge of the Court’s principles, practices, procedures, and legal guidelines.
Knowledge of department rules, regulations and procedures.
Knowledge of various ordinances and state statutes relating to probation and diversion.
Ability to oversee and train interns, volunteers and new employees.
Ability to adapt to changing caseload and regulations for offenders.
Ability to serve as a positive role model.
Ability to deal effectively with unpleasant, belligerent, or hostile individuals in person and over the telephone.
Ability to maintain confidentiality.
Ability to work independently and in a team environment to maintain effective working relationships.
Excellent attention to detail.
Ability to follow supervisor’s instructions.
Occasional updating of skills or knowledge through, but not limited to, cross training or outside seminars and conferences.
Ability to conduct criminal background checks using CCIC/NCIC, JBITS, NICHE and other sites that include criminal histories
Criminal background check is required.

PHYSICAL AND MENTAL REQUIREMENTS

PHYSICAL REQUIREMENTS
Lifting and Carrying
Must be able to lift/move files and supplies weighing 2 to 25 pounds with assistance if necessary.

Body Position
Standing, sitting long periods of time at desk. Moving about to and from courtrooms, offices, and other divisions.

Hearing
Must be able to hear all communication from offenders during interviews, discussions with City Attorneys, Judges, police, counselors, therapists, etc.

Vision
Employee uses vision to read and write court orders and enter data into computer. Must be able to read correspondence from treatment providers, attorneys, jails, etc.
Must be able to watch for disruptions or breaches of security in the Probation office.

MENTAL REQUIREMENTS
Mathematics
Must have basic addition and subtraction, use computer or calculator to do mathematical calculations of fines, fees and restitution.

Remembering
Must remember details of individual cases and clients, actions taken by Court, comments made by Judges, and other pertinent case details. Must answer questions that are frequently asked of the Probation Division.

Language Ability
Must have excellent communication skills with ability to calmly and clearly communicate information with angry, frustrated or upset persons.
Must be able to read and reproduce Court orders.
Interpret orders/cases for defendants, victims, witnesses, attorneys, police, etc.
Read and create files, memorandums, letters, and other documents pertaining to position.

Reasoning
Must be willing and able to make quick and effective decisions based on offender and case issues; public safety concerns; knowledge of state statutes, city ordinances, and court procedures; City Attorney’s recommendations; Judge’s opinions and supervisor’s preferences.

WORK ENVIRONMENT
Work involves continual one-on-one exposure to both low-risk and high-risk offenders.
Work involves managing a large caseload with multifaceted issues involving strict legal guidelines while dealing with continuous interruptions.
Visits various locations in the community such as schools, courtrooms and homes.
Work includes the potential for and the consequences of errors.
Physical risk of dealing with the criminal element may exist.
Work is performed in an office environment with heavy office traffic contributing to an elevated noise level.
Frequent contact and demands from offenders, offender families, general public, other employees in the Division, employees in other Divisions, other jurisdictions and Various treatment providers.
Work includes dealing with angry, frustrated, upset, hostile or abusive individuals.
Heavy interaction with public may exist.
Occasional overtime may be required.
