Job Description : Duties
Guides and assists regional and field office supervisors with the human resource program processes and procedures related to personnel actions, workforce recruitment, separations, transfers, details, realignments, and reassignments.
Keeps abreast of and provides program guidance related to leave administration policies and procedures that include but are not limited to absence and leave; work schedules; workplace flexibilities; weather and safety leave; emergency dismissal and closure; leave bank and voluntary leave program, and leave audits.
Supports and assists in a complement of budgetary and financial duties and functions in direct support of regional operations while meeting organizational needs and program The incumbent assists in tracking fund balances by category and funds availability, creates funding commitments and obligations in the departmental financial system, follows through in the process until all line items have been expensed and/or de- obligated from the financial system, and provide budget status reports as required.
Supports and assists with a variety of office and managerial support services for the regional and field offices to including procurement, assets and logistics management, safety and health, workers compensation, mail, and expedited shipping services, reports control, building services, reproduction, and publications. Establishes requirements, assists with the development of proposals, and coordinates regional activities with the National Office and with the Office of the Assistant Secretary for Administration and Management (OASAM) as appropriate
Performs other duties as assigned.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the GS-07 level in the Federal Service. Qualifying specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Applicant must meet 6 out of the 10 examples below to qualify for the position based on specialized experience. Examples of qualifying specialized experience include:
1) Provided guidance or support in the area of Human Resource Programs with researching and interpreting personnel regulations, policies, and procedures for the creation and processing of personnel actions, workforce recruitment, separations, transfers, details, realignment, and/or reassignments;

2) Provided guidance or support in the area of Training and Development; Equal Employment Opportunity; Reasonable Accommodations; Employee Assistance Program (EAP); WorkLife Programs; and/or Worker’s Compensation Program;

3) Provided guidance or support with Time and Leave Administration; with various Leave Authorities; as well as, Timekeeper roles and responsibilities;

4) Prepared or assisted with budget formulation and/or execution;

5) Prepared or assisted with creating financial system commitments, obligations, expenses, reconciliations, and reports;

6) Prepared or assisted with micro-purchasing, adhere to policies, procedures, and obtained all supporting documents;

7) Prepared program/project documents, i.e., project descriptions, statement of work, and/or summaries;
8) Provided guidance or support with a variety of office and managerial support services including assets and logistics management, safety and health, reports, data calls, and coordinate efforts with stakeholders;

9) Developing and summarizing background information for problem solving;

10) Oral and writing skills for persuading and influencing others.

OR
A Master’s or equivalent graduate degree

OR

2 full years of progressively higher level graduate education leading to such a degree.

OR

LL.B or JD., if related

OR

a combination of experience and related graduate education.

Combining Education and Experience:
An equivalent combination of successfully completed related undergraduate (GS-07) and graduate (GS-07, GS-09) level education and specialized experience as described in the “Qualifications” section of this announcement, can be used to meet the total experience requirements for this position. Education
To be eligible for an appointment, you must meet the requirement A or B:

A. Completed all requirements for Associates, Bachelors, Masters, Professional, Doctorate, Vocational, or Technical Degree or certificate from a qualifying educational institution within the previous two years;

or

B. Was released or discharged from active duty within the previous two years, where the applicant is a veteran who, due to a military service obligation, was precluded from applying for a recent graduate position during any portion of the two-year eligibility period following completion of his/her degree or certificate requirements, provided that not more than six years have transpired since the applicant completed the requirements for a degree or certificate.

You must submit an academic transcript from your academic institution showing the date that you most recently completed the academic requirements described above.
