The Child Care Program Specialist (CS3) serves as the lead staff member on the Technical Assistance for Employer Supported Child Care Program and as a contributing team member on the Child Care Partnership Grant program, both administered in the Community Engagement and Outreach Team within the Director’s Office. The position Includes lead program development, program implementation, and contract management responsibilities. This includes technical assistance assessment of need, program development, marketing and outreach for employers.
The employer technical assistance program involves partnering with business organizations to inform, engage, assess needs, and develop and deliver various types of technical assistance that assist employers in supporting child care for their employees. The technical assistance will mostly be delivered through contractors. The Child Care Partnership Grant program involves technical assistance to and collaboration with grantee organizations to develop and implement plans for increasing child care in their communities. This role also involves preparing communication and decision documents with narrative and data to support program and project decisions.-making, planning, and implementation and Outreach Unit.
SPECIAL NOTE: Currently, Commerce is closed to the public as a result of the pandemic. While our buildings are closed, most Commerce staff work remotely except for mission essential employees. For any staff working in one of our buildings, Commerce requires strict adherence to social distancing protocols and anyone entering a Commerce building is required to wear a mask. It is anticipated that interviews for this position will be held using virtual videoconferencing.

Duties
Lead development and implementation of the Employer Supported Child Care Technical Assistance Program, in collaboration with assigned team members and external partners.
Develop program materials, including employer education and information, as well as outreach and marketing materials to employers.
Develop a program strategy based on employer engagement and partnerships with business organizations and representatives.
Establish technical assistance content and distribution/access methods.
Develop, execute and administer contracts for expert technical assistance providers to meet needs expressed by employers.
Lead and/or assist in program evaluation and communicating results.
Program development, contracting and grant management
Provide professional support and advice to Commerce management and policy staff regarding the implementation of Child Care Partnership Grant Program.
Develop guidelines for Child Care Partnership Grant funding program application materials and processes; outreach strategies and evaluation processes; funding distribution strategies; contracting provisions; performance metrics and reporting requirements; invoicing; closeout; evaluation; and technical assistance.
Negotiate scopes of work and budgets, and execute contracts and amendments. Monitor grantee and contractor compliance with state and federal requirements.
Lead and/or assist with coordination and oversight grantee check ins and contract monitoring, review and acceptance of deliverables, processing payments and maintain records in CMS and contract files.
Lead and/or assist in program evaluation and communicating results
Qualifications
Required Qualifications:
Bachelor’s Degree, preferably in public administration, economic or community development, communications, or a related field, AND a minimum of 4 years of professional experience in community development, including involving intercultural work and engagement with diverse multicultural community based organizations, businesses and entrepreneurs. Additional years of community development experience may be substituted, year for year, for up to 2 years of the 4-year degree, provided that a 2-year degree has been awarded.
Fluent English speaker, reader and writer.
4 years successful contracting management experience, preferably within state government, and preferably with nonprofits and community based organizations.
Exceptional interpersonal and communication skills with demonstrated ability to initiate and maintain positive and effective relationships, and work collaboratively and effectively with a broad spectrum of individuals and groups internally and outside the agency.
Working understanding of, experience working with, and ability to collaborate effectively with multi-cultural community based organizations.
Experience working on issues related to equity, environmental and/or racial justice, including supporting integration into organizational practices and policies.
Demonstrated skills in serving as a successful project lead worker among colleagues, including planning, coordinating, and project management.
Highly developed anticipatory and creative thinking and problem solving abilities, including ability to exercise sound judgment and discernment, and quickly pivot to resolve challenges.
Track record of integrity, respect and results.
Preferred/Desired Qualifications:
Understanding of local and state level government, tribal nations and communities, nonprofit sector, business sector, philanthropy, community based organizations, including intercultural organizations, and successful experience navigating in a political environment.

Work From Anywhere
This position may be located anywhere within Washington state though occasional travel to the Olympia office or in-state travel to attend events or meetings may be required. If selected, you will need to travel to pick up equipment and receive instruction while observing social distancing. Due to the COVID-19 pandemic, telework (mobile-work) is expected. When approved to return, the incumbent will work with their supervisor to identify an appropriate work schedule and balance, including telework and reporting to the Olympia, Washington duty station for work activities, if needed.
