Job Description : Bratslavsky Consulting Engineers, Inc., an engineering & construction management company, established in 1985, is currently looking to hire a full-time Construction Inspector (CI) to provide construction inspection services in Kodiak Alaska. The Construction Inspector will be responsible for the following:Quality Assurance and monitoring quality of construction activities.Safety (OSHA-30 required)Inspect on-going constructionPerform constructability reviews of project and contract documents.Coordinate between fieldwork, affected organizations and government.MINIMUM QUALIFICATIONS: The inspector shall have as a minimum: a high school level education, and a minimum of 15 years total experience in construction or facility management, construction supervision, construction management and quality controlThe inspector shall have 5 years of construction oversight experience within the last 10 years, in construction, gained through hands-on field experience in providing construction oversight, quality control or inspection on projects $500K-$5M in size. This experience shall include experience with Federal and/or State Agency design build, or design-bid-build contracts demonstrating experience at a remote, austere location, similar in conditions to the State of Alaska.Oversight is quality assurance and quality control (QA/QC) and knowledge of managing multi trade construction projects. Experience shall demonstrate equivalent experience as a construction superintendent, typically providing both supervision and QA/QC duties for a wide variety of construction services and projects.The inspector shall have 5 years construction experience in Alaska.The inspector shall have experience with facility and building systems (building envelope, HVAC, plumbing, electrical, mechanical, and structural, etc.) as well as managing all building trades, subcontracts and construction safety.The inspector shall have demonstrated hands-on experience in inspecting facilities and construction for compliance with contract requirements.Recent experience with Coast Guard operations or military operations with design build contracts demonstrating experience and working requirements on a federal/military facility preferred.GENERAL Duties: 1.Perform a variety of Inspection duties that broadly defined will include monitoring the effectiveness of construction contractor quality assurance and quality control (QA/QC)programs, or inspection of facilities for facility maintenance issues.2.Ensure construction is in accordance with plans and specifications.3.Make on-site inspections of construction project(s) and provide written reports.4.Perform reviews including, but not limited to, equipment and material submittals, progress charts, quality control (QC) and Safety Plans, and various work plans.5.Photograph the construction progress and logically file the records and transmit as required.6.Monitor the Contractor’s Quality Control Program for compliance with appropriate requirements.7.Research and identify design and/or construction problems and provide recommendations to the construction Project Manager.8.Witness acceptance testing, commissioning, and participate in inspections.Specific Duties: 1.Perform inspection of client construction facilities.2.Meet with the client to keep them informed of changes to work or schedule constraints.3.Review daily Contractor’s Reports and prepare Reports. Attend project management and construction contractor meetings.4.Monitor job-site safety and compliance.5.Monitor and maintain a complete, updated file of approved submittals for the construction contract. Review construction contractor’s submittal, check against the materials being installed, and monitor schedule of submittals.6.Maintain field records such as correspondence, construction contractor daily reports, test results, solid waste disposal acceptance receipts, progress payments, modifications, etc.7.Review and assist in resolving technical issues; including construction contractor Design Clarification Request (DCR), construction contractor progress schedules and requests for information.8.Prepare supporting information for proposed modifications. Prepare field sketches measurements and recommend solutions to client construction Contracting Officer’s Representative (COR).9.Maintain a current set of contract plans and specifications with executed modifications posted.10.Ensure the construction contractor is maintaining a current set of as-built drawings and updates the construction schedule.11.Perform labor interviews when directed by the Contracting Officer or construction COR.12.Maintain good rapport, coordination, and communications with other agencies and organizations involved in the project. Coordinate utility interruptions and/or outages between the client and the contractor.13.Perform pre-construction plan reviews.14. Arrange for transfer of documents, O&M manuals, spare parts, tools, as-built drawings, keys, and guarantees to the client.15.Monitor compliance with environmental protection requirements. Noncompliance shall be brought to the attention of the COR and the construction contractor. Observe representative construction contractor’s on-site samplings and tests, to assure that the test procedures are satisfactory.16.Keep the COR fully informed of any technical or contractual difficulties encountered during performance.17.Ensure that the Contractor submits proper security or facility clearance forms, and ensure proper management of government furnished property.18.Evaluate proposals for technical feasibility, and quantity verification.
