The Facilities Maintenance Manager manages and coordinates the upkeep and operation of the City of Golden’s municipal indoor facilities including but not limited to: The Golden Community Center, Splash Aquatic Park, Fossil Trace Clubhouse, City Hall, City Hall Annex, Police & Fire Departments, Public Works Building, Golden History Museum and Park, Grampsas Gym, and Clear Creek RV Park by performing the following duties personally or through subordinate personnel.
JOB SUMMARY
Administers the day-to-day preventative maintenance, general maintenance, and custodial services for assigned city facilities. Assures maintenance, janitorial and equipment needs are met to maintain efficient and safe operation of facility.
Prepares Requests for Proposals (RFP) and solicits bids for building and maintenance materials, machinery, equipment, and furnishings. Reviews proposals and negotiates contract terms. Prepares documentation for awarding bids, and purchases needed materials. Evaluates compliance of contracts and agreements by contractors.
Responsible for inspection of facilities and equipment to determine need and extent of services and equipment required to maintain facility standards including ADA requirements.
Responsible for major building and custodial maintenance of indoor and outdoor aquatic facilities.
Prepares annual facilities maintenance budget and directs expenditure of division funds. Keeps division records. Directs the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures.
Prepares rolling ten-year Capital Improvement Plan for facilities, accounting for life cycles of key infrastructure elements.
Strategically prioritizes and establishes procedures to support sustainability goals adopted by City Council in City owned facilities.
Supervises and evaluates division staff. Determines staffing needs and schedules staff to meet facility needs. Assigns staff to special projects as necessary.
Serves as key contact for fire and burglary alarm system responses.
Other duties may be assigned.
SUPERVISORY RESPONSIBILITIES
Responsible for the overall direction, coordination, and evaluation of assigned employees. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
QUALIFICATIONS
Bachelor’s degree (B. A.) in facility operations/management, business, or related field preferred. Minimum three years facility management/maintenance at a supervisory level. Experience with recreational and aquatic facilities preferred.
Any equivalent combination of training and experience that demonstrates the applicant possesses the necessary traits and skill required for the position may be considered as substitution for degree.
CERTIFICATES, LICENSES, REGISTRATIONS
Valid driver’s license with good driving record.
Ability to obtain CPR and First Aid certifications within 30 days of hire.

Outstanding customer service skills and ability to deal with diverse populations. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Working knowledge and understanding of public relation skills and techniques. Ability to express ideas clearly and concisely, both orally and in writing. Ability to prepare complex plan, reports, and analyses.
Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Ability to establish and maintain effective working relationships with employees, the public, and other agencies.

Ability to analyze, forecast, and prepare budgets and financial information. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical business situations.
REASONING ABILITY
Ability to define problems, collect data, establish facts, offer solutions, and draw valid conclusions. Ability to interpret an extensive variety of data and deal with several abstract and concrete variables.
OTHER SKILLS AND ABILITIES
Proficient knowledge of the principles, practices, and methods of facility management. Proficient knowledge of the equipment, facilities, operations, and techniques used in building maintenance. Ability to work with a variety of age groups; effectively supervise the work of a variety of individuals; establish and maintain effective working relationships within the city. Knowledge of facility policies and procedures. Attention to detail and ability to work independently. Ability to manage and develop subordinate staff. Working knowledge of MS Word, Excel, and Outlook; Internet use and Intranet use. Working knowledge of automated facility systems. Ability to acquire facility data and create reports and dashboards for evaluation. Ability to prepare, understand and manage budgets.
