Position : Fiscal Assistant III
Job Description : Fiscal Assistant III is the specialist and/or lead level in the occupational group for Fiscal Assistants. Employees are responsible for preparing Foster Care Financial paperwork for FAPT presentation for approval of services and then tracks approval or denial of services. Processes and checks for accuracy of POSO, invoices, and other fiscal transactions from CSA, and tracks on a daily revised spreadsheet. Establishes and updates files for each child’s case. Maintains these files and send copies to workers, CSA or vendors as needed. Retrieves information from CSA, workers and vendors. Including new fiscal year rates, W-9s, licenses from daycare and determine if IV-E or not. Prepares periodic reports for foster care supervisors and assistant director-compiling and totaling the information needed for their reports. Provides customer services via telephone, computer and in person. Coordinates with other departments, outside agencies, and vendors concerning payment matters; and performs routine office function, including preparation of documents, filing, copying, and faxing. Keep lists and updates for workers of time deadlines for FAPT, VEMAT reviews, etc. and sends them reminders to notify them of these deadlines. Prepare both IV-E and Non-IV-E case actions for child’s services payments to send to designated department, and FAPT line items for services paid by CSA. Prepares a yearly spreadsheet and maintains on a daily basis a tracking system of receipt and payment of invoices and case actions for vendor payment. Notify vendors when they have not sent needed documentation and invoices in for payment.
Minimum Qualifications
Considerable knowledge of: the application of established bookkeeping and accounting principles and techniques to governmental accounting transactions; and arithmetic. Working knowledge of: state and local government fiscal regulations, policies and procedures; and office accounting methods and procedures.
Skill in operating a personal computer, associated business and agency software including spreadsheets (Microsoft Office-Word, Excel, Gmail,), a calculator, and other office machines.
Demonstrated ability to: organize and effectively process and maintain financial records and files and prepare reports from them; analyze and record information and to balance figures; understand or apply laws, regulations and policies to the maintenance of financial records; verify documents and forms for accuracy and completeness; type accurately at good speed; exercise independent judgment, discretion and initiative in completing assignments and in dealing with other employees and the general public; and establish and maintain effective working relationships with other employees and the general public.
Preferred Qualifications
High school diploma supplemented with bookkeeping coursework, and related fiscal support experience using business and agency software to include spreadsheets or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
Experience and/or knowledge with the Comprehensive Services Act or Family Assessment and Planning Team meetings.
Special Requirements
Applicants may be subject to a Criminal History Background search, Central Registry search, DMV/driving record check, and must be able to meet agency insurance policy standards. and/or pre-employment drug screen.
The investigation may include: fingerprint checks (State Police, FBI), local agency checks, employment verification and references, verification of education (relevant to employment), credit checks (relevant to employment) and other checks requested by the hiring authority.
All offers of employment are contingent upon satisfactory results of the required checks and screenings.
Employee must be willing to work in community emergency shelter in the event of a natural disaster or emergency.
This position is covered under Code of Virginia §63.2-1601.1 or §63.2-1720 requiring the finalist candidate to submit to fingerprinting and provide personal descriptive information for a criminal history record check through the Central Criminal Records Exchange and a search of the Central Registry.
