Job Description : This recruitment is open until filled.

The City of Oxnard’s Human Resources Department is seeking one (1) Human Resources Technician to be part of the Human Resources team.

Recruitment
There is currently one opening that will focus primarily on recruitment. This position will perform specialized technical tasks involving recruitment, selection, compensation and employment, and the development and maintenance of comprehensive human resources employment records. Incumbents will monitor staff for compliance with rules and regulations, and perform other related duties as assigned.

DISTINGUISHING CHARACTERISTICS:
Incumbents in the Human Resources Technician classification perform technical and specialized personnel tasks at the paraprofessional level. Human Resources Technician incumbents may provide lead direction to other Human Resources clerical and office support staff and make decisions of a moderate impact and consequence within predetermined guidelines.

SUPERVISION RECEIVED/EXERCISED:
General supervision is received from the Human Resources Assistant Director.

WORK SCHEDULE:
The normal workweek is Monday through Thursday 8:00 am to 6:00 pm and alternating Fridays 8:00 am to 5:00 pm. This position may be required to be available to work additional hours as needed to respond to workload needs.

Essential Functions
Duties may include but are not limited to the following:

Recruitment
Assists in a variety of recruitment activities for departments and divisions;
Prepares job bulletins, advertisements, and recruitment information as directed;
Develops and makes logistical arrangements for oral, written, and performance tests;
Administers, scores tests, and notify applicants of interview/test results;
Performs applicant screening, test development, and administration;
Prepares updates and reports on recruitment status and eligibility lists;
Maintains recruitment files on all positions in accordance with mandated records retention schedule;
Assists professional staff in gathering and verifying data and maintaining the classification and compensation plans;
Prepares, maintains, and updates job descriptions;
Prepares and processes personnel action documents related to hiring new employees, promotions, demotions, merit salary adjustments, resignations, terminations, and dismissals;
Conducts background investigations and communicates information to Human Resources Director;
Performs related duties as assigned.
Minimum Qualifications
The following are minimal qualifications necessary for entry into the classification.

Education and Experience
Equivalent to a high school diploma, and
three (3) years of progressively responsible human resources experience in a governmental agency
Preferred: An Associate’s Degree or higher in personnel, business, public administration, organizational development, communication or a closely related field is highly desirable.

License/Certification
Possession of or ability to obtain a valid class C California driver’s license

NOTE:
For most positions, the City of Oxnard relies on office automation (Microsoft Office) and web-based enabled tools (G Suite); therefore candidates must be proficient and comfortable with computer use to perform functions associated with ongoing work.
Regular and reliable attendance, effective communication skills, and the development of effective working relationships are requirements of all positions.
City staff may be required to play an active role in the event of an emergency, which may include changes in responsibilities and working hours.
Employees are required to participate in the City’s direct deposit plan and are paid on a bi-weekly basis.
This position requires a 12-month probationary period.

Retirement Contributions: New members (as defined by PEPRA), 2% @ 62; “Classic” members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.

Vacation/Annual Accrual Rates: Full time employees accrue annual leave at a rate of 6.24-11.78 hours per bi-weekly pay period based on years of service.

Deferred Compensation:
The City contributes 1% to a deferred compensation program.

Bilingual Pay:
A regular full time employee may receive bilingual pay at the rate of $50.00-$125.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee.

Health and Dental:
The City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.20 per month toward dental insurance premiums. For those employees who waive the medical the City will contribute $1,243.00 per month. Any unused dental premium monies are paid to the employee.
Life Insurance: City employees receive Basic Life and have the option to purchase additional insurance coverage.

Tuition Reimbursement: Full-time employees are eligible for 75% reimbursement for work related coursework.

Holidays: The City observes 12 holidays per year.
