LAW OFFICE MANAGER
(Administrative Manager I)

This position is scheduled to receive salary range increases on the following dates:
Effective July 1, 2022 – 3.0% increase

Mandatory Employee Retirement Contributions will decrease on the following dates:
Effective July 1, 2022 – 0.5% decrease

Salary may be negotiable within the range listed above, based on position requirements and successful candidate’s qualifications, subject to appropriate authorization.

This recruitment is being held to establish an Open Eligible List to fill current and future Law Office Manager positions. This recruitment may also be used to fill positions in similar and/or lower-level classifications throughout the County of Orange.

THE OPPORTUNITY
The Law Office Manager serves as one of three managers within the Office of County Counsel’s Administration unit. The incumbent will supervise legal support supervisors and staff within the Advisory, Litigation, Child Protection, Public Guardian-Mental Health, and District Attorney-Public Administrator units. The incumbent will be responsible for:
Serving as the Department’s office and purchasing manager
Supervising administrative and legal support staff, who support County Counsel’s attorneys
Overseeing the legal support functions of the office, including the case management system, records management and report of outside counsel invoices to the County Executive Office (CEO)
Partnering with Human Resource Services (HRS) for recruiting needs, and applying HRS principles and practices related to employee conduct, performance and dispute resolution
Providing back-up for the Director of Administration with the ability to manage the multi-functional administrative responsibilities of a government department, including budget/cost monitoring, human resources, information systems, law library, and business continuity planning
Conducting procurement and contract administration assignments for a wide variety of commodities and services in support of the operation of the department. All activities are conducted in compliance with applicable federal, state, and/or local regulations and County policy

DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
The ideal candidate will possess at least four (4) years of professional, administrative experience leading and working with staff within a law office environment. A Bachelor’s degree in a related field is preferred, but not required. In addition, the ideal candidate will possess extensive professional work experience and/or knowledge in the following core competencies:

Technical Knowledge | Administrative Legal Experience
Working knowledge of the following units within County Counsel or a similar setting, such as the Advisory, Litigation, Child Protection, Public Guardian-Mental Health, and District Attorney-Public Administrator
Working knowledge of purchase request processes and procedures
Utilizing case management systems as well as records management and reporting of outside counsel invoices
Interpreting and analyzing legal jargon for administrative purposes, such as transcribing and preparing legal documents
Working knowledge of purchase request processes and procedures
Proficiency in Microsoft Suite programs, including Word, Outlook, Excel, PowerPoint, etc.
Working with other public and private agencies in efforts to provide administrative support and customer service to the community, public, and key stakeholders

Clarifying performance expectations (e.g., roles, responsibilities, standards, and goals) collaboratively with others
Tailoring developmental suggestions (e.g., training, learning opportunities, key experiences) to fit individual, team, and organizational needs
Managing all aspects of performance management systems within established time frames

Problem Solving | Analytical Skills
Accurately identifying issues, impacts, and solutions and researching, organizing, applying and accurately interpreting relevant data
Understanding and applying data collection techniques and analysis as well as conducting analytical research projects in an independent manner
Applying business savvy, strategic and ethical skills to envision, develop and implement innovative and better ways of doing business

Communication Skills | Oral & Written
Responding quickly, courteously, and proficiently to both internal and external customer service requests
Soliciting feedback and adjusting customer requests to fit into business improvements
Generating consensus and collaborative relationships to bring about efficient and effective outcomes
SPECIAL REQUIREMENT:

Possession of a County of Orange Deputy Purchasing Agent (DPA) Certification or ability to obtain certification within the first year of employment is desired.
MINIMUM QUALIFICATIONS

RECRUITMENT PROCESS

An Appraisal Panel of job knowledge experts will thoroughly screen and evaluate the application and supplemental questionnaire for job knowledge, competencies, and related experience described above.

Based on the Department’s needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedures.

Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for current and future vacancies.
