Based on job duties, this position is designated as telework eligible on a hybrid basis; the selected applicant must complete the initial training period prior to being eligible to telework. All requests to telework are reviewed and must be approved by ODOT’s Chief Human Resources Officer.
Pubic Transportation Manager/Compliance & Oversight Section Manager, Office of Transit
Plans, directs & coordinates all activities of the Compliance & Oversight section within the Office of Transit. Directly supervises staff (e.g., provides developmental opportunities, coaches staff to foster development & job satisfaction, assigns work, evaluates performance, recommends discipline if necessary, provides feedback); reviews & approves goals & objectives proposed by staff; meets with staff to discuss/evaluate project priorities & progress towards short & long term goals; utilizes quality principles & initiatives as part of routine operations; plans, directs & coordinates personnel & fiscal activities for the section. Evaluates criteria for transit programs, recommends approval of grantees, provides administrative & technical assistance to grantees to ensure program compliance (e.g., accounting for funds, explaining program parameters, intent, & grant requirements). Oversees & monitors the Ohio Public Transit Technical Assistance Program (OTAP), Ohio Rail Fixed Guideway System Safety & Security Oversight (SSO) Program, State Vehicle Term Contracts, & other Federal Transit Administration (FTA) Programs. Ensures compliance with Federal & State program requirements for public transit systems & other Federal programs administered by ODOT (e.g., American’s with Disabilities Act (ADA), Title VI, Transit Disadvantaged Business Enterprise (DBE) & Encouraging Diversity, Growth and Equity EDGE, FTA & State Transit Procurements, National Environmental Policy Act of 1969 (NEPA), Public Transit Agency Safety Plan, Transit Asset Management Plan, Vehicle Term Contract Procurements, FTA Drug & Alcohol testing & reporting, National Transit Database, Transit Data Collection & reporting, FTA State Management Reviews). Represents the office &/or acts for the Administrator in the Administrator’s absence. Participates in public transit-human service transportation coordination activities (e.g., reviews plans, dispatches circuit rider support, participates in Mobility Ohio).
Develops & prepares program criteria, application instructions, procedural manuals & contracts for Federal & State public transportation programs; promotes public transportation issues in local & statewide transportation planning processes. Acts as liaison with public officials, state agencies, public transportation systems, Metropolitan Planning Organizations (MPOs), local human service agencies, & general public; explains & interprets Federal & State policies & programs; responds to telephone & written inquiries & complaints. Attends conferences & meetings dealing with public transportation issues. Makes speeches to develop & support transportation programs.
Qualifications
Completion of undergraduate core program in business administration, public administration, urban & regional planning or closely related field; 2 yrs. trg. or 2 yrs. exp. in administrative, managerial or supervisory capacity to include responsibility for public transportation issues, public relations & budgeting. -Or equivalent of Minimum Class Qualifications For Employment noted above.
Knowledge of management principles & techniques; supervisory principles & techniques; employee training & development; budgeting; policies & procedures relating to public transportation & ride share; labor relations; interviewing; public relations. Skill in operation of personal computer.* Ability to define problems, collect data, establish facts & draw valid conclusions; prepare & deliver speeches to specialized groups; handle sensitive face-to-face contacts with general public & government officials; establish professional atmosphere as manager of section. This position is overtime exempt based on FLSA Standards.
If this position is filled internally, the wage rate will be determined in accordance with the Ohio Revised Code.
All exempt promotions are required to serve a 6 month probationary period.This position has been designated as a Career Professional position per the Ohio Revised Code 5501.20.
