Job Description : EMPLOYMENT STATUS: Regular, Full-TimeSALARY RANGE: $5,436 – $7,788/month DOE*OPENS: February 16, 2022CLOSES: When FilledAssistant Planner salary range is $5,436 – $6,885/month.Associate Planner salary range is $6,149 – $7,788/month.The Assistant Planner classification differs from the Associate Planner based on experience and/or equivalent additional education. Both classifications perform entry level professional planning duties both independently and under supervision, and supports the planning function in responding to customer inquiries in person or on the telephone.BASIC FUNCTION: Under the direction of the Planning Manager, perform a variety of professional planning duties such as reviewing land use applications for compliance with city, and state ordinances and laws, providing technical information to the development community at pre-application meetings, assisting the general public with planning questions, preparing and presenting staff reports to the Hearing Examiner and other decision makers and other similar duties as assigned.Duties will include:Review of development applications and assuring compliance with various City, State and Federal laws and codes;Researching, preparing and presenting reports and recommendations for the City at public hearings and meetings relating to land use and environmental impact, code amendments and comprehensive plan amendments; preparing reports for the County and state agencies;Informing the public, land developers and others of various laws, codes, regulation requirements and the Comprehensive Plan; andProviding long range planning services, as needed, including participation in long range sub-area planning, researching and providing draft regulation amendments for the Planning Manager and/or Director.ESSENTIAL DUTIES AND RESPONSIBILITIES: Essential and other important responsibilities and duties may include, but are not limited to, the following: Provide technical information and interpretations orally and in writing to land developers and the public concerning land use applications, City policies and regulations, and zoning, subdivision, site plan review, environmental and other relevant land use related regulations and procedures.Research, analyze, and prepare reports on current and long-range planning issues, environmental, and process actions going to the Hearing Examiner, Planning Commission and/or City Council.Review assigned current and long-range projects for compliance with adopted local, State, and Federal laws, codes and regulation.Review development applications, including commercial and residential development, subdivision applications, development within shorelines, and development within critical areas.Coordinate application review by meeting with City staff, affected agencies, residents and developers regarding technical deficiencies and solutions.Compile data and provide assistance and written recommendations to applicants.Coordinate assigned projects with County departments, school districts, public agencies and private enterprises.Conduct field investigations to verify comprehensive plan and zoning code relevancy and status of potential environmental issues, such as wetlands, streams, steep slopes and shoreline areas.Review proposals for compliance with State Environmental Policy Act (SEPA).Compose, edit and prepare a variety of written materials including reports, discussion papers, graphics, recommendations and other materials.Enforce zoning and land use regulations and other ordinances as required, including discussing complaints with members of the public, following up with field visits and related correspondence.Provide assistance at a City Hall counter to answer public zoning and comprehensive plan questions and questions related to developing and redeveloping property.Operate business and office machines, including a personal computer, copiers, scanners, printers, fax machines and calculator.Work with Code Enforcement on Property violation issuesPrepare and review planning application forms and public assistance materials.Conduct or coordinate peer review of critical area reports and provides recommendation into land use or building approvals.Attend a variety of departmental and City meetings, including evening meetings and possible weekend meetings,Assist planners and serve as a team member on major planning projects.Maintain regular, reliable and punctual attendance.KNOWLEDGE OF: Principles and practices of municipal planning and zoning. Project management techniques and requirements.Statutory authority regarding current planning requirements.Research methodology as applied to the collection and analysis of planning data.Growth Management Act, SEPA, Shoreline Management Act and other State land use laws.Office practices, procedures and equipment.Correct English usage, grammar, spelling, punctuation and vocabulary.Public relations and interpersonal skills using tact, patience and courtesy. Applicable land use laws, codes, and regulations such as subdivision regulations, zoning, variances and site plan review.Knowledge of computer programs and applications, which may include Microsoft Office, Bluebeam, Internet applications, and database managementGIS programs and applicationsLandscape and urban design knowledge desirable.ABILITY TO: Collect, analyze and interpret planning data.Organize and conduct various research studies.Prepare reports on current and long-range planning issues.Communicate effectively both orally and in writing.Read, interpret, apply and explain rules, regulations, policies and procedures.Establish and maintain cooperative and effective working relationships with others.Analyze situations accurately and adopt an effective course of action.Meet schedules and time lines.Positively and effectively interact with diverse individuals to accomplish a common goal.Physically perform the essential functions of the job.EDUCATION AND EXPERIENCE: Assistant Planner: Bachelor’s Degree in planning or related field and six months of technical experience in the field of Planning, including internship type experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Valid Washington State driver’s license.Associate Planner: Any combination of education and experience equivalent to a bachelor’s degree in Urban or Regional Planning, Geography, Environmental Studies or related field and three (3) years in land use planning.
