Who we are:
The Alaska Department of Environmental Conservation is looking to fill an Environmental Program Specialist 1/2/3 (EPS 1/2/3) Flex position within our Division of Spill Prevention and Response; Prevention, Preparedness & Response Program (PPR); Central Region Team’s Cook Inlet and Kodiak Unit and work with subject matter experts in oil and hazardous substance discharge prevention, preparedness and response to make a difference for the State of Alaska.
This position is a flexibly staffed position and will be hired at either the EPS 1, 2 or 3 level depending on the selected applicant’s knowledge and experience. Every applicant must indicate in their application if they are applying for the EPS 1, 2 or 3 or would like to be considered for multiple levels. This position will be staffed at the appropriate level based on the knowledge and experience presented by the applicant.
What You Will Be Doing:
The diversity of the job requires a resourceful candidate who will be part of the Central Region’s Cook Inlet and Kodiak area. The job includes all aspects of oil spill prevention, preparedness, and response. Main responsibilities of this role are to assist the unit in:
Oil spill prevention, preparedness and contingency planning activities for the Cook Inlet and Kodiak Unit, including facility and marine vessel Oil Discharge Prevention and Contingency Plan review, inspections, and exercises.
Conducting state oversight and responses to spills of oil and hazardous substances within the Cook Inlet and Kodiak area.

The position is one of seven members on the Cook Inlet and Kodiak area team. The team is split between the Soldotna and Anchorage offices. In your role, you will have direct influence on preventing and mitigating the effects of oil and hazardous substance releases from both regulated and unregulated sources and ensuring their cleanup through government and industry planning and rapid response.

Your working environment:
The Cook Inlet and Kodiak Unit covers Kodiak, Cook Inlet, Anchorage and the Matanuska-Susitna areas. While mostly an office job, routine travel is expected to conduct facility inspections, response exercises and spill case follow-up. This position is primary focused on the Cook Inlet and Kodiak area and requires travel throughout these communities of Central Alaska. Emergency response and travel, state-wide, is also expected and could happen at any time including nights, weekends, and holidays with possible changes in work times (day vs. night), longer shifts (12 hours or more) and for up to 2-week durations. This position also requires you to perform after-hours on-call duty on a regular rotation.

Special Note:
This position may include travel to remote areas of the state to participate on incident management teams for emergency spill response. Applicants must be willing to coordinate the Preparedness and Response Section’s responses to spill emergencies on a 24/7 basis.
The incumbent may be required to wear an air purifying respirator to level C responses. After being medically cleared to wear a respirator, the position requires the incumbent maintain annual respirator fit tests and be prepared to wear a respirator at any time without advanced warning.

Minimum Qualifications
Environmental Program Specialist 1 Minimum Qualifications (Range: 14)
Any combination of education and/or experience that provides the applicant with the following competencies

A bachelor’s degree from an accredited college in an environmental, physical, biological, or natural science; engineering; planning; or natural resources.
Environmental Program Specialist 2 Minimum Qualifications (Range: 16)
Any combination of education and/or experience that provides the applicant with the following competencies
Environmental Science – Knowledge of the interdisciplinary concepts, principles, theories, and methods of investigating the natural and physical environment, including examination of ecology, biology, physics, chemistry, plant science, zoology, mineralogy, oceanography, limnology, soil science, geology and physical geography, atmospheric, and other related sciences in the protection and improvement of the environment and its resources.
Scientific Research – Knowledge of the concepts, principles, and theories of scientific principles related to environmental, ecological, biological, or physical science and the methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
Critical Thinking – Analyzes and evaluates data to draw logical and well-reasoned conclusions.
Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Equivalent to those typically gained by:

A bachelor’s degree from an accredited college in an environmental, physical, biological, or natural science; engineering; planning; or natural resources.
AND
Professional experience developing knowledge and skills in environmental regulations, pollution control, environmental damage recovery, or programs to improve or protect environmental quality; or learning to evaluate the potential environmental and socio-economic impacts of construction projects; prepare environmental documentation; and determine, negotiate, and monitor permitted activities.
Environmental Program Specialist 3 Minimum Qualifications (Range: 18)
Any combination of education and/or experience that provides the applicant with the following competencies

FLEXIBLY STAFFED
This position is flexibly staffed. This vacancy may be filled at either the Environmental Program Specialist 1/2/3 level depending on the applicant’s training and/or experience. The full range of salaries is listed in the question section of this job announcement. Starting salary will be determined by the level the position is hired at. Environmental Program Specialist 1, promotion to the Environmental Program Specialist 2 will occur upon successful completion of the probationary period and required training, as well as the applicant meeting the minimum qualifications of the higher job class. If filled at the Environmental Program Specialist 2, promotion the Environmental Program Specialist 3 level will occur upon successful completion of the probationary period and required training, as well as the applicant meeting the minimum qualifications of the higher job class.
